Prime Minister: Special atmosphere, special spirit, special efforts will create special results

The Prime Minister noted that in the process of organizing and implementing projects, it is necessary to promote the spirit of solidarity, "ideology must be clear, determination must be high, efforts must be great, actions must be drastic and effective".

To celebrate the 80th anniversary of the August Revolution and National Day September 2, on the morning of August 19, the groundbreaking and inauguration ceremonies of 250 projects and works took place across the country with a total investment of up to 1.28 million billion VND.

Speaking at the event, Prime Minister Pham Minh Chinh believed that the event would create momentum, force, and enthusiasm for double-digit growth in the following years; and at the same time, he said that on December 19, 2025, the whole country will continue to inaugurate and start construction of other projects and works.

The program was directly directed by the Prime Minister and assigned to the Ministry of Construction to preside over; it was organized online, with 80 connecting points in 34 provinces and cities nationwide.

Attending the event at the main bridge point of the National Exhibition Center in Dong Anh commune, Hanoi city were General Secretary To Lam; Prime Minister Pham Minh Chinh; former Prime Minister Nguyen Tan Dung; former Standing member of the Secretariat Le Hong Anh; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai.

Attending at the bridge locations nationwide were: former President Nguyen Minh Triet; former President Truong Tan Sang; former Chairwoman of the National Assembly Nguyen Thi Kim Ngan; Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Nguyen Chi Dung, Mai Van Chinh; leaders of ministries, departments, central agencies and provinces and cities.

Developing strategic infrastructure, unleashing all resources for development

Following the positive and meaningful results of the groundbreaking and inauguration ceremony of 80 projects and works with a total investment capital of about 450 trillion VND to develop important and key national socio-economic infrastructure across the country, on April 19, 2025, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, the groundbreaking and inauguration ceremony of 250 projects and works contributed to creating motivation, inspiration, and momentum across all regions of the country, competing to promote socio-economic development, achieving the growth target of 8% or more in 2025 and double-digit growth in the following years; creating new development space, creating jobs, livelihoods and improving the material and spiritual life of the people.

The projects and works that were started and inaugurated on this occasion are in the fields of industry, transportation, technical infrastructure, urban civil works, social housing, rural development agriculture, national defense, culture and sports, education, health care, etc. Of these, 89 projects and works were inaugurated and 161 projects and works started.

There are 129 projects and works invested with State capital, with 478,000 billion VND; 121 projects and works invested from other capital sources including FDI capital, with 802,000 billion VND.

Many typical works and projects were inaugurated such as the National Exhibition Center in Dong Anh commune, Hanoi of Vingroup Corporation with a total area of over ^900,000m2 , the largest exhibition center in Southeast Asia, ranked in the top 10 in the world, completed after only 10 months of construction; Saigon Marina Tower project in Ho Chi Minh City, the project that initiated the formation of an international financial center in Vietnam; Rach Mieu 2 bridge project connecting Dong Thap and Vinh Long provinces, with a total investment of over 6,800 billion VND, with Vietnam mastering the technology of building large-span cable-stayed bridges with a construction time shortened by 4 months; Nghe An Oncology Hospital project, with a total investment of 1,259 billion VND, with a scale of 1,000 beds, classified as a group A project, a level 1 project, belonging to a key project in the North Central region; Tri An Hydropower Plant expansion projects...

In addition, many typical projects were started such as the Research and Development Center of the Military Industry-Telecoms Group (Viettel) - a typical project on high-tech equipment research, especially semiconductors, AI, Data, with a total investment of about 10,000 billion VND; Gia Binh International Airport Project, invested according to 5-star standards, aiming to become one of the 10 most modern airports in the world, expected to create a strong driving force to promote socio-economic development of Bac Ninh province and neighboring areas, especially the capital region; Resettlement area in Dong Van ward, serving the high-speed railway project on the North-South axis in the field of technical infrastructure; Ca Mau-Dat Mui Expressway Project, Dat Mui-Hon Khoai Port traffic route, Hon Khoai dual-use general port, Ca Mau province, with a total capital of more than 60 thousand billion VND; Ngoc Hoi bridge projects connecting Hanoi with Hung Yen, expanding Long Thanh-Ho Chi Minh City expressway...

In particular, 22 social housing projects were started with tens of thousands of apartments. In addition, the nationwide movement to eliminate temporary and dilapidated houses with more than 334,000 completed houses has become a "Special National Project", reaching the finish line 5 years ahead of the target set by Resolution 42-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee, demonstrating the "Project of the Party's will and the people's heart".

Speaking at the event of special significance, Prime Minister Pham Minh Chinh emphasized that 80 years ago, under the wise and talented leadership of the Party and beloved President Ho Chi Minh, our people made the historic August Revolution - one of the "glorious feats" and great victories of the Vietnamese people in the 20th century, and brought power into the hands of the people.

On September 2, 1945, at the historic Ba Dinh Square, on behalf of the provisional government, President Ho Chi Minh read the Declaration of Independence giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; opening a new era for the nation - the era of independence, freedom and socialism.

According to the Prime Minister, looking back on the past 80 years, we are even more proud of our historical traditions and the glorious past of our ancestors; looking back to appreciate and understand the value of independence, freedom, peace and unity; looking back to appreciate and be grateful for the heroic sacrifices of previous generations, the heroes and martyrs of the nation; looking back to go further, become stronger, prouder and more confident in the future of the nation in the new era.

Prime Minister Pham Minh Chinh said that we are currently making efforts to accelerate, break through, be faster and bolder to successfully implement the goals set out in the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, determined to realize the two 100-year strategic goals.

In that context, implementing the resolutions and conclusions of the Central Committee, the National Assembly, the direction of former General Secretary Nguyen Phu Trong and current General Secretary To Lam, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, international friends help, then only discuss action, not retreat", renewing thinking, taking drastic actions and "resources originate from thinking and vision, motivation originates from innovation, creativity, strength originates from people and businesses", the Government and the Prime Minister focus on directing ministries, branches and localities to synchronously, drastically and effectively implement many historical and strategic policies such as: the revolution of "rearranging the country", building a 2-level local government; implementing the "four pillars" of the Politburo; stabilizing the macro economy, controlling inflation, ensuring major balances of the economy; Focus on promoting economic growth in 2025, striving to reach about 8.3-8.5% and double digits in the next period; remove difficulties, promote the completion of important, key national infrastructure projects...

In recent times, under the leadership of the Party, Government and Prime Minister, the Government has resolutely directed the concentration of resources to implement 3 strategic breakthroughs to develop the country quickly and sustainably, including developing strategic infrastructure, mobilizing all resources to develop the country.

A series of national highways and expressways have been formed, important large-scale projects, many works of international stature, industrial parks, urban areas, medical, educational and social infrastructure have been invested and built. We are striving to have at least 3,000km of expressways nationwide by the end of 2025; 1,000km of coastal roads, basically completing Long Thanh International Airport, Noi Bai International Terminal T2; completing at least 100,000 social housing units, starting high-speed railways, gradually completing the urban railway system, building major seaports in Can Gio and Hon Khoai; implementing strategic infrastructure projects connecting with Laos, Cambodia and ASEAN... These are important premises and foundations for the strong development of the country's infrastructure in the new period.

Projects that contribute to changing the situation and transforming the state

Highlighting the outstanding figures and meanings in 250 large-scale, technically complex works and projects that play a very important role in socio-economic development and attract the strong participation of private enterprises that were inaugurated and started construction simultaneously on this occasion, on behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked the leadership and direction of the Central Executive Committee, which is regularly and directly led by the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong and General Secretary To Lam, the participation of the entire political system; the support and active participation of the people, the business community and the cooperation and assistance of international friends.

On this occasion, the Prime Minister also praised the proactiveness, responsibility, and drastic participation of ministries, branches, and localities in resolving and removing barriers and difficulties and speeding up the completion of administrative procedures, especially in site clearance and settlement of common material mines for projects... In particular, the Prime Minister thanked the people who gave up land, moved houses, moved graves, and places of worship to implement projects and works.

Believing that the projects inaugurated and started on this occasion have many strategic meanings in "turning the situation around and changing the state" of the country's strategic infrastructure, the Prime Minister stated that the projects contribute to realizing the vision and policies of the Party and State in developing synchronous and modern strategic infrastructure, creating new development spaces, creating breakthroughs in economic and regional connectivity, creating an attractive investment and business environment, creating added value for land, creating jobs and livelihoods for the people, and creating a driving force to promote the country's development.

The works also demonstrate the determination of the entire Party, the participation, companionship and sharing of the entire political system, people and businesses in building and developing national infrastructure; the maturity, confidence, mettle, rising up, self-reliance, self-reliance and mastery of technology of the Vietnamese people; vividly and truly reflect the efforts, solidarity and consensus of the entire political system, related entities and people in competing to participate in and implement works and projects; demonstrate the joy, excitement and happiness of the people when enjoying the results; at the same time create motivation, inspiration, arouse aspirations, deepen pride and patriotism, and add determination and dedication to building and developing the country.

According to the Prime Minister, 2025 is a year of many important events for the country, the year of organizing Party Congresses at all levels, towards the 14th National Party Congress, the starting point of a new era - an era of strong, civilized, prosperous and prosperous development of the nation as General Secretary To Lam stated.

Therefore, in order to quickly put the projects into operation and use, serving the country's development goals in the new era and with the spirit of "the sooner the projects are implemented, the more effective they are, reducing the ICOR index, not increasing capital, not prolonging, making the people happy, the society excited, the locality and the country developing", the Prime Minister requested the investor and related units to organize the management, operation and exploitation, and use of the projects and works inaugurated today to ensure safety, promote investment efficiency, and ensure a bright - green - clean - beautiful environment.

Localities make the most of the advantages of the projects to invest in planning and developing new spaces and infrastructure to promote local socio-economic development; at the same time, continue to care for the lives of people, especially families who have given up land for the project.

The Prime Minister directed localities, investors, contractors, relevant agencies and units to focus on resolving legal issues, investing in equipment, human resources, resources, and urgently resolving necessary administrative procedures to quickly deploy construction, strive to complete ahead of schedule as committed, and soon put works and projects into operation and use.

All levels and sectors should promote decentralization and delegation of power along with resource allocation so that "localities decide, localities act, and localities take responsibility"; focus on removing institutional barriers and cutting down on cumbersome administrative procedures for people and businesses.

Immediately after the groundbreaking ceremony, General Secretary To Lam, Prime Minister Pham Minh Chinh and delegates visited the National Exhibition and Fair Center. The heart of the complex is the Kim Quy exhibition building - an iconic structure with a giant steel dome weighing 24,000 tons and 56m high, simulating the image of the Kim Quy God - a sacred spirit associated with the legend of the Co Loa heritage land.

After nearly 10 months of rapid construction, the National Exhibition and Fair Center has been officially inaugurated and is being used by ministries and branches to prepare for the nation's important event on the occasion of the 80th anniversary of National Day: Exhibition of National Achievements with the theme: 80 years of the Journey of Independence - Freedom - Happiness./.
