Ministry of Finance requires completion of handling of public assets before July 1, 2025

The Ministry of Finance requires provinces and cities to urgently complete the handling of surplus public assets before July 1, 2025, especially in the context that many localities are still behind schedule and lack specific plans after administrative unit rearrangement. The Ministry of Finance requires that by June 30, 2025 at the latest, district-level administrative agencies must complete the handover of headquarters, public assets and related documents to the competent receiving unit. The handover aims to avoid disruption of state management, limit asset loss and ensure that public service provision is not affected.

After receiving, the responsible agencies shall prepare a dossier and submit it to the provincial People's Committee for decision on handing over the assets to the management and use unit. From July 1, 2025, the newly formed provincial People's Committee after the merger and consolidation will inherit all the powers and responsibilities of the old provinces and cities. Surplus houses and land assigned to land fund development organizations or units with local housing management functions must be put into exploitation and use in accordance with regulations, avoiding waste and vacancy.
