At the meeting, the authorities reported to the head of the Ministry of National Defense on the plan and progress of implementing Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights and Decree No. 75/2025/ND-CP dated April 1, 2025 of the Government detailing the implementation of Resolution No. 171/2024/QH15.

Representatives of the leaders of the functional agencies also proposed a number of policies and solutions to effectively implement the resolutions of the National Assembly and the decrees of the Government.

According to the provisions of Resolution No. 171/2024/QH15, for the area of national defense and security land that has been planned to be national defense and security land that meets the conditions prescribed in Clause 2, Article 3 of the Resolution but has not been handed over to local management, priority will be given to the Ministry of National Defense and the Ministry of Public Security to organize the implementation of a pilot project to prioritize sale, lease, and hire-purchase for officers and soldiers of the People's Armed Forces according to the provisions of law.

Resolution No. 201/2025/QH15 also stipulates that investors are assigned, investment policies are approved, and investors are assigned without bidding for investment projects to build social housing and housing for the People's Armed Forces that do not use public investment capital.

The Ministry of National Defense, the Ministry of Public Security, the People's Committees and People's Councils at the provincial level are responsible for organizing the implementation of this resolution within their management scope; organizing inspections and examinations of the implementation of specific policies and mechanisms for social housing development prescribed in this resolution; reporting to the Prime Minister on the annual implementation results before December 31 during the pilot implementation period; summarizing and reporting to the Government to report to the National Assembly...

Concluding the working session, Senior Lieutenant General Vu Hai San emphasized that the resolutions of the National Assembly and the decrees of the Government affirm the Party and State's concern for the armed forces on housing issues; thereby helping officers and soldiers feel secure in their work. He requested that agencies, based on their functions and tasks, closely follow legal documents to advise the Central Military Commission and the Ministry of National Defense to lead and direct the implementation of housing policies to ensure effectiveness and consistency throughout the army.

Senior Lieutenant General Vu Hai San noted that during the implementation process, agencies and units must strictly comply with legal regulations on management and use of national defense land; continue to review housing needs in the Army and re-survey locations and areas to build housing for the armed forces to ensure that they are suitable for the military stationing locations according to the new administrative units.

Regarding the implementation of social housing, based on the targets assigned by the Prime Minister, the agencies continue to review the needs and urgently work with localities on land allocation to develop social housing for the armed forces in the Army. Timely report to the head of the Ministry of National Defense on difficulties and obstacles and advise and propose specific mechanisms and policies so that all subjects in the Army who do not have a house can buy social housing.
