Circular 29/2024 was issued by the Ministry of Education and Training at the end of last year and took effect from February 14, 2025. Accordingly, when teaching outside of school, individuals and organizations must register their business, publicize information on tuition fees, duration, etc. At the same time, teachers are not allowed to collect money for teaching students in their classes.
Schools are only allowed to teach extra classes for three groups and must do so free of charge, including: groups with unsatisfactory results; selected students who are fostered; final year students who voluntarily register for 10th grade and high school graduation exams. However, extra classes in schools are only allowed to be taught a maximum of 2 periods/week for each subject.
At the conference to summarize the 2024-2025 school year and deploy tasks for the new school year of the Department of Education and Training of Ho Chi Minh City, Deputy Minister of Education and Training Pham Ngoc Thuong said that managing extra teaching and learning continues to be one of the key tasks in the coming time.
In particular, with the changes from the three-level government to the two-level model, some contents in Circular 29/2024 need to be revised. The Department of General Education , Ministry of Education and Training is requested to promptly advise on this matter.
The Deputy Minister emphasized that the consistent and unchanging principle is to limit the widespread practice of extra teaching and learning. This is once again affirmed through the guiding viewpoints in Resolution 71 on breakthroughs in education and training development of the Politburo, which was recently signed and issued by General Secretary To Lam.
"The consequences of extra teaching and learning are huge. If allowed to happen widely, it will eliminate the self-study movement of students," the Deputy Minister shared.
Mr. Thuong emphasized that Ho Chi Minh City needs to continue researching solutions to effectively implement Circular 29, limiting the widespread situation of extra teaching and learning, which is a major consequence and eliminates the spirit of self-study of students.
Besides, Mr. Thuong emphasized the need to effectively coordinate between family, school and society.
He shared that some parents said that they do not have enough knowledge to teach their children, which may be true because education has changed. However, he cited as "living proof" the valedictorian of the 2025 national high school graduation exam whose father was a construction worker and whose mother was illiterate.
This shows that parents do not directly teach their children but always create the best conditions for their children to study, and are willing to endure hardships. Therefore, today, the coordination between the parties does not necessarily mean that parents must directly teach their children, but can be encouragement, coordination with the school, and create the best conditions for their children.
A week ago, at the summary conference of the general education sector of Ho Chi Minh City, Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu also firmly requested teachers to seriously implement Circular 29.
He emphasized that teachers who want to teach extra classes must definitely register outside the center. The Department also has management software, schools must update which teachers teach where, which students... The city will resolutely handle any violations by teachers.
