The Department of Trade Defense (Ministry of Industry and Trade) said it will continue to deploy, monitor, and thoroughly and maximally implement measures to protect the interests of domestic manufacturing industries. However, it must comply with legal regulations on trade defense and comply with international commitments.

Ministry of Industry and Trade increases measures to protect domestic manufacturing industry

According to the Trade Defense Department, based on the request dossier of the domestic manufacturing industry, on July 26, 2024, the Ministry of Industry and Trade issued Decision No. 1985/QD-BCT on the investigation and application of anti-dumping measures on some hot-rolled steel products (HRC) originating from India and China.

After an urgent investigation in accordance with legal regulations, based on the preliminary investigation conclusion, on February 21, 2025, the Ministry of Industry and Trade issued Decision No. 460/QD-BCT on the application of temporary anti-dumping tax on some hot-rolled steel products originating from India and China.

The Trade Defense Department added that the scope of products subject to temporary anti-dumping tax is certain flat-rolled iron or alloy or non-alloy steel products; hot-rolled; thickness from 1.2 mm to 25.4 mm; width not exceeding 1,880 mm; not further worked than hot-rolled; pickled or not pickled; not clad, plated, plated or coated; oiled or not oiled; carbon content less than or equal to 0.30% by mass. Stainless steel products are not subject to temporary anti-dumping tax.

The scope of products subject to provisional anti-dumping duties is basically determined based on the requirements of domestic manufacturing enterprises, including the size of products with a width of no more than 1,880 mm.

The Trade Defense Department is considering reducing the carbon content index from 0.6% to 0.3% to avoid affecting other domestic manufacturing industries such as mechanical engineering and shipbuilding, which are using hot-rolled steel with a carbon content of over 0.3% that cannot be produced domestically.

After the provisional anti-dumping tax is applied, the Trade Defense Department is actively carrying out the next steps of the investigation process, including verifying the accuracy of the information provided by the enterprise to complete the draft of the official investigation conclusion of the case, consulting with relevant parties and issuing an official decision.

Therefore, the Ministry of Industry and Trade will continue to conduct a careful investigation; carefully consider and evaluate the opinions of relevant parties; ensure objectivity, publicity and transparency before making an official conclusion.
