Binh Dinh wants to make underground space by the sea

Binh Dinh Province wants to create underground space for Quy Nhon Children's Park and Square, to avoid blocking the coast and traffic.

On October 27, the Department of Construction of Binh Dinh province announced that the Provincial People's Committee had assigned this unit to hire a consulting unit to organize a public competition for underground space planning design ideas for the two above areas. The competition period is from November 2023 to February 2024 with a first prize of VND 500 million for each area.

The underground space in each area will have 2-5 floors, with the idea of planning construction underground, without building architectural works above that block the view of the sea and the view of traffic participants.

Organizing a competition for underground space planning design ideas will serve as a basis for detailed planning and criteria for selecting investors, the Department of Construction said.

The Children's Park in Quy Nhon City is located opposite Quy Nhon University on An Duong Vuong Street, next to the beach. This is a familiar walking and playing space for city residents. According to the direction of the People's Committee of Binh Dinh Province, this area will be planned underground for about 5 hectares; the North borders Xuan Dieu Street, the South borders Hai Au Hotel, the West borders An Duong Vuong Street and the East borders the sea.

The planning design must have lighting, air conditioning, ventilation, water supply and drainage, fire prevention, fire fighting, and emergency exit systems; ensure requirements for waterproofing, anti-corrosion and anti-erosion; and be convenient for people with disabilities. At the same time, the planning must avoid conflicts with the surrounding space, connecting to the underground tunnel via An Duong Vuong Street.

Quy Nhon Square (Nguyen Tat Thanh Square) is the place where many major festival activities of the city take place. In this area, underground space will be planned with an area of over 3.6 hectares; the North borders Truong Chinh Street, the South borders Tran Thi Ky Street, the East borders Nguyen Tat Thanh Street and the West borders Le Duan Street.

The function of the underground space in this square is a public park combined with underground service functions for tourism , underground parking... The design is required to calculate a solution to connect to the underground tunnel via Nguyen Tat Thanh street.

The province requires the design of the architectural space organization inside underground works in these two spaces to meet functional and sustainable uses, ensure aesthetic requirements, and be suitable for the characteristics of coastal spaces.

At the end of August, Binh Dinh province approved the addition of the urban underground construction space planning to the 1/2,000 scale zoning plan in 12 inner-city wards of Quy Nhon. The total planning area is about 1,746 hectares, including space for public works, underground parts of high-rise projects, underground traffic works, underground technical infrastructure hubs, underground technical lines - cables - pipes.
