“Seven Alleys” and the Alleys of Love

Mr. Vuong Van Phan - Secretary, Head of Ward 1 - Binh San, Ha Tien Ward is affectionately called by many people as "Bay Hem" - a name associated with more than 20 years of his tireless work repairing and upgrading nearly 20 alleys. From 1999 to 2002, he was elected as Secretary, Head of Ward, and then rotated through 4/5 wards of Binh San Ward (old). Wherever he is, the mark he leaves behind is still clean, beautiful, easy-to-travel alleys. During the period 2007 - 2009, he mobilized philanthropists to upgrade 13 alleys. In 2009 alone, he mobilized nearly 90 million VND and advised the ward to support nearly 1 billion VND to build alley 90, connecting Tran Hao and Lam Son streets.

Not only building roads and alleys, "Mr. Phan also focuses on propagating the Party's guidelines and policies, the State's policies and laws to each household. Since 2018, he has established a model to help people quickly access administrative procedures by preparing forms at the ward headquarters, directly guiding people, helping to save time and effort.

Vice Chairman of the People's Committee of Ha Tien Ward, Pham Khac Phara, said: "Mr. Vuong Van Phan has made many contributions to the development of the ward, from social security, building a civilized urban area to propaganda work. Despite his old age, he is still an important nucleus, contributing to building a clean and strong Party Cell."

At the age of 75, Mr. Phan still regularly goes to each house to mobilize and seek out benefactors to call for support for the people. For 15 consecutive years, he has been recognized as a party member who has completed his tasks excellently, received 3 certificates of merit from the Provincial Party Committee and many certificates of merit from the Provincial People's Committee for studying and following Ho Chi Minh's ideology, morality and style. Mr. Phan shared: "I always put responsibility and being a good example first. When people trust me, I have to try to unite the community and work with the Party cell to build my homeland to develop more and more."

Join hands to care for social security

Early morning of August 2025, the yard of Duong Xuong Moi Pagoda, Dinh Hoa Commune was filled with laughter. The closing ceremony of the Khmer language class, awarding prizes to students and giving rice to support poor, near-poor households and lonely elderly people took place in a warm and affectionate atmosphere. In the midst of that joy, people kept mentioning the name of Mr. Le Van Mot - Party Cell Secretary, Head of Hoa Thanh Hamlet - who has been attached to the grassroots for 25 years, taking care of the people as if taking care of his own family.

Hoa Thanh Hamlet has 482 households, of which more than 77% are Khmer. Before 2016, there were 17 poor households and 31 near-poor households; now, there are only 3 poor households and 2 near-poor households. That change is associated with the image of a close-knit Party cell secretary, skillful in mobilizing, uniting the people's strength and mobilizing social resources for specific tasks. With the motto "Doing mass mobilization must be close to the people, understand the people and make the people trust", Mr. Mot patiently listens and promptly resolves difficulties for the people. Mr. Huynh La (79 years old) - Head of the Association for Supporting Poor Patients in Dinh Hoa commune commented: "Mr. Mot has prestige with the people, every time he launches a movement, we and philanthropists respond immediately".

In 7 years, Mr. Mot has mobilized nearly 3 billion VND for social security work. In 2024, he and the people and philanthropists built and repaired 11 houses, drilled wells, gave more than 1,700 gifts, and maintained monthly rice support for poor and near-poor households and lonely elderly people. In the first 6 months of 2025 alone, he continued to mobilize to build houses, roof them, give nearly 1,000 rice portions and hundreds of notebooks, books, and school supplies to students in difficult circumstances.

Not only taking care of material life, Mr. Mot also cares about preserving the cultural identity of the Khmer people. Venerable Danh Ti - Abbot of Duong Xuong Moi Pagoda said: "Thanks to the commitment of Mr. Mot and other benefactors, the Khmer and English classes at the pagoda have been maintained for more than 20 years, opening 8 classes each year, with more than 180 students from many neighboring hamlets and communes attending."

Combining the study and practice of Ho Chi Minh's ideology, morality and style with the "Skillful Mass Mobilization" movement, Mr. Mot mobilized people to carry out 15 household tasks, build advanced new rural areas, eliminate superstition, and maintain security and order. In the period of 2019 - 2024, he organized 43 propaganda sessions with more than 1,500 participants, guiding Khmer people to apply technical advances in production to increase income.

Mr. Pham Thanh Hai - Head of the Party Building Committee of Dinh Hoa commune commented: "Mr. Le Van Mot is a dedicated, responsible grassroots cadre, always close to the locality, and has a firm grasp of the people's situation. He knows how to promote collective strength, skillfully mobilize, and create consensus to effectively implement movements. Above all, he is trusted by the people, considered a spiritual support, and an example for cadres and party members in the hamlet to follow."

For Mr. Mot, the greatest reward is not only the certificates of merit, but also the consensus and trust of the people: "When I truly care for the people, no matter how difficult the task, the people are willing to do it with me," Mr. Mot confided.
