Since the beginning of the year, the Social Insurance of Region VIII has proactively advised local Party committees and authorities to develop and promulgate many policies to support the payment of health insurance, voluntary social insurance, and unemployment insurance; notably, the proposal to extend the policy to support health insurance premiums for people for the period 2026-2030. At the same time, the unit has closely coordinated with the Department of Home Affairs, the Provincial Federation of Labor, the Farmers' Association, the Women's Union, and the Provincial Media Center to organize 87 communication, consultation, and dialogue conferences, with 155 news articles, reports, and thousands of information shares through social networking platforms, grassroots radio, and television, to raise awareness and people's right to voluntarily participate in social insurance and health insurance.
To ensure the rights of the people, the Social Insurance Agency of Region VIII has promoted administrative reform, applied information technology and digital transformation. The unit completed the process of digitizing records, implementing 100% of level 4 online public services for 25 administrative procedures, integrating with the National Public Service Portal, helping people and businesses save time and travel costs. By the end of June, 121,804 records had been received, of which 88.2% were via electronic transactions, and over 95% of records had been returned by post. The issuance of social insurance books (12,760 new books, 4,140 reissued books) and health insurance cards (69,780 new cards, 17,220 reissued cards) was carried out promptly and accurately.
In particular, in the payment field, Social Insurance Region VIII always ensures compliance with regulations, without any backlog. In the first 6 months of the year, the province paid pensions, social insurance and unemployment insurance benefits to VND4,436 billion, an increase of 9.8% over the same period. In particular, from the beginning of the year, the unit has coordinated to implement the Cashless Project, promoting payments via ATM accounts, with 129,720/146,607 pensioners and unemployment insurance beneficiaries receiving money via card, reaching 88%. The form of cashless payment not only ensures safety and transparency but also convenience for beneficiaries.
Regarding the settlement of regimes, social insurance officers have proactively reviewed and updated the subjects to quickly resolve pension, death, illness, maternity, and post-illness regimes... In the first 6 months of 2025, new regimes were resolved for 2,022 pensioners, death, and occupational accident beneficiaries; 5,299 people receiving one-time regimes; 107,133 people receiving sickness regimes with a payment of nearly 95 billion VND; maternity regimes were resolved for 7,989 people; and rehabilitation regimes were resolved for 1,343 people. The number of people receiving monthly unemployment benefits remained stable at 2,950, of which 2,317 were newly arising.
Not only that, Social Insurance Region VIII also strives to innovate communication methods to help workers better understand their rights and obligations. Instead of focusing only on propaganda through print media, the unit has diversified information channels with 2,250 communication products on Facebook, Zalo OA, YouTube; combined with the release of 3,513 leaflets, 1,152 banners, pennants; organized the topic "Social Insurance with Life" on television (duration 15 minutes).
In addition, the Social Insurance of Region VIII continues to coordinate with the Department of Health and medical examination and treatment facilities to assess, appraise and settle the costs of health insurance examination and treatment to ensure fund savings and at the same time protect the rights of patients. It is known that in the first 6 months of 2025, the total number of people receiving health insurance examination and treatment was 1,415,598, of which 196,341 people were inpatients and 1,219,257 people were outpatients.
With the achieved results and high determination, Social Insurance Region VIII continues to affirm its role as a solid "support" for social security for workers and people in Quang Ninh.
