Focus on removing obstacles
The households that are slow to hand over the site are all in Thuong Quarter, Hap Linh Ward. As of August 11, 2025, 8/87 households have not yet moved to new housing to hand over the site to the investor. The reason is that people have not yet finished building new houses or temporary housing; encountered some difficulties when building in the resettlement area, have not chosen the right time to move...

To resolve the difficulties, the locality has stepped up propaganda, mobilization, and persuasion of people to overcome difficulties; at the same time, it has proposed that the Provincial People's Committee support people to resettle in temporary accommodation. At the inspection of the implementation of the Ring Road 4 - Hanoi Capital Region project in Hap Linh ward in early August, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong highly appreciated the efforts of the locality in site clearance; at the same time, he informed that for the proposal to support the ward, the province agreed on the policy and arranged accommodation for resettled households at Regiment 833 (Provincial Military Command) located in the ward.
Here, Regiment 833 arranged many rooms with full electricity, water, air conditioning... for resettled households to live. Vice Chairman of the Ward People's Committee Nguyen Trung Thanh said: "In order to ensure the project implementation is smooth according to plan, the ward leaders, along with professional departments and neighborhood representatives, directly visited each household to grasp their thoughts and aspirations and mobilized people to speed up the progress of moving assets, self-demolishing works, and handing over the site. At the same time, meetings were held with all relevant departments, offices, and units to remove obstacles and make recommendations for each household in the resettlement area."
Specifically, on the morning of August 11, the Ward People's Committee held a meeting to resolve the petition for Mr. Nguyen Dang Trong's household, Thuong Quarter, on a number of issues such as: Connecting domestic electricity lines, handling the wastewater drainage system running through the land plot... when building a house in the resettlement area. With the strong direction of the ward leaders, the petitions of Mr. Trong's family were resolved in the afternoon of the same day. The Department of Economics , Infrastructure and Urban Affairs coordinated with units to temporarily connect and develop a plan to move the wastewater drainage pipe out of the land plot. Regarding the supply of domestic electricity, Mr. Tran Duc Thinh, Kinh Bac Area Electricity Management Team said: "Within 3 hours, the unit mobilized human resources to complete the electricity connection, meeting the family's housing construction needs".
Trusting and agreeing with the local authorities' responsible involvement, Mr. Nguyen Dang Trong excitedly said: "We are very happy that the government listens to and promptly handles the people's proposals. My family is building a temporary house and will comply with the demolition of the house and hand over the site to the local government before the project starts. In addition, I also recommend that the ward soon have a plan to move the power line through the resettlement area, provide clean water and urban renovation for the entire resettlement area."
Continue to promote and hand over the site on time.
It is known that households related to the resettlement of the Ring Road 4 project - Hanoi Capital Region were arranged in the Lim - Pha Lai Railway Resettlement Area project. This project was completed and accepted for use since 2012. However, over many years and with planning adjustments, when allocating land to households to build houses, it was discovered that some technical infrastructure items were degraded, affecting construction activities such as: Some underground points for domestic electricity supply and lighting and drainage systems are located within the residential land area; the clean water pipeline network was severely damaged and could not be connected to provide domestic water to households in the resettlement area. In addition, the 35kV bare wire power line running in front of the land lots in lane 2 of National Highway 38 also did not ensure the prescribed safety distance.

To overcome the above shortcomings, in addition to directly meeting to discuss and resolve problems for each household such as the case of Mr. Nguyen Dang Trong, the Ward People's Committee also proposed to the Provincial People's Committee comprehensive solutions to complete the infrastructure of the resettlement area in a spacious, synchronous and modern direction. Accordingly, the Ward proposed that the province assign the locality to carry out the renovation; move technical infrastructure items within the residential land of households (low voltage electrical system, drainage, lighting). Assign the Kinh Bac Construction Project Management Board, Bac Ninh Clean Water Joint Stock Company to carry out underground 35kV power lines, upgrade and renovate the clean water system, etc.
At the same time, the Ward People's Committee requested functional departments to continue to coordinate with organizations and neighborhood authorities to step up the mobilization work, persuading households to promptly hand over the land according to the commitment minutes signed with the Kinh Bac Land Fund Development Center Branch. The entire political system is determined to mobilize people to move to new housing before August 19, 2025.
Mr. Trieu Ngoc Hieu, Head of Thuong Ward, said: “Land acquisition and relocation to hand over the site is urgent. Currently, the ward has assigned members to take advantage of noon and evening - when people have houses - to go to propagate, mobilize and support people to move to new housing. Through understanding the situation, all households have basically moved their assets and are waiting for the day to officially move to the new housing.”
