The Ministry of Industry and Trade has just issued Decision No. 1959/QD-BCT on the official application of anti-dumping tax on some hot-rolled steel products originating from the People's Republic of China and terminating the investigation into the application of anti-dumping measures on some hot-rolled steel products originating from the Republic of India.

Accordingly, the official anti-dumping tax rate applied to investigated goods from China is from 23.10% to 27.83%.

During the investigation of the case, in accordance with the provisions of the Law on Foreign Trade Management, the Ministry of Industry and Trade coordinated with relevant units to carefully review and evaluate the impact of dumping of imported goods on the activities of domestic manufacturing industries and the level of dumping by manufacturing and exporting enterprises of India and China.

The final investigation conclusion of the Investigation Authority determined that: There is dumping of the investigated imported goods from China and India; The quantity of investigated dumped goods imported from India during the investigation period is insignificant (less than 3%) compared to the total import volume; The domestic industry is suffering significant damage; There is a causal relationship between the import of dumped goods from China and the significant damage to the domestic industry.

Accordingly, the Ministry of Industry and Trade decided to officially apply anti-dumping tax on some hot-rolled steel products from China and terminate the investigation to apply anti-dumping measures on some hot-rolled steel products from India.

The anti-dumping tax rate on hot-rolled steel products from China can be reviewed and adjusted when there is a request from relevant parties according to legal regulations to ensure that anti-dumping measures are applied to the right subjects, at the right level and within a reasonable period of time.
