On the morning of June 11, local time, in the capital Paris, during a bilateral working trip to the French Republic, Prime Minister Pham Minh Chinh attended and spoke at the Vietnam-France Business Forum.

Also attending were representatives of leaders of several Vietnamese ministries and sectors; Mr. Laurent Saint-Martin, Minister in charge of foreign trade, Ministry of Europe and Foreign Affairs of France and Mr. François Corbin, Vice President of the French employers' union MEDEF International and President of the France-Vietnam Business Council, Special Representative of the French Foreign Minister for economic relations with ASEAN countries. Speaking at the Forum, Mr. François Corbin said that the room for growth in the cooperative relationship between the two countries is very high, requiring strong efforts from the leaders as well as the business communities of the two countries. He expressed his belief that this visit of Prime Minister Pham Minh Chinh will create a breakthrough in economic , trade and investment cooperation between the two countries, and that France and Vietnam must be the bridgehead to promote economic cooperation between the two regions of ASEAN and the EU. Minister for Foreign Trade of the French Ministry for Europe and Foreign Affairs Laurent Saint-Martin emphasized that the new context requires both sides to strengthen cooperation more strongly. Politics paves the way for trade and economic cooperation, so strong efforts are needed to promote this relationship. France can support Vietnam in strategic areas and train high-quality human resources in energy, transportation, digital economy, science and technology. Speaking at the Forum, Prime Minister Pham Minh Chinh emphasized that the Vietnam-France relationship over the past 50 years has been built on the foundation of friendship, trust and mutual respect. This visit by the high-ranking delegation of the Vietnamese Government to France not only aims to strengthen diplomatic and political relations but also opens up opportunities to promote economic, trade and investment cooperation - areas in which both countries have great potential to exploit together. The world is witnessing rapid, complex and unpredictable changes. In this context, Vietnam has emerged as a “safe and attractive destination” thanks to the following factors: stable political foundation; strategic geo-location; deep international integration; rapid and stable economic growth; abundant human resources with competitive costs and in the “golden population” period; open legal institutions; outstanding investment incentives; and an increasingly improved investment and business environment.
Prime Minister Pham Minh Chinh proposed a number of orientations to promote deeper, more comprehensive and in-depth cooperation between the two countries, hoping that French enterprises, with their experience, resources and prestige, will support Vietnam in accessing shifting investment sources, green and sustainable financial sources and investment sources for science, technology and innovation. Prime Minister Pham Minh Chinh emphasized: On the part of the Vietnamese Government, we are committed to always "accompanying" and creating favorable conditions for domestic and foreign partners, including French investors, to invest in sustainable, effective and long-term business in Vietnam. Prime Minister Pham Minh Chinh hopes that MEDEF and French enterprises will continue to invest “more strongly”, operate “more effectively” and make “more practical” contributions to Vietnam’s socio-economic development, thereby contributing to the common prosperity of both countries, the region and the world. At the Forum, witnessed by Prime Minister Pham Minh Chinh, Vietnam Airlines and ING Bank signed a Memorandum of Understanding on financial cooperation, with a funding scale of up to 1.5 billion USD. In the presence of Prime Minister Pham Minh Chinh, FPT Corporation and Airbus signed a five-year Master Services Agreement (MSA), valid until 2029 and renewable. With this agreement, FPT officially becomes Airbus’s Global Strategic Technology Partner and opens up opportunities for FPT to participate in Airbus’ global IT projects in key areas such as customer service, big data and cloud-based software development.
Prime Minister Pham Minh Chinh witnessed the signing ceremony of a memorandum of understanding (MOU) between Vietnam Airlines and Safran Electronics & Defense Group on the agreement to lease a flight data analysis system for the period 2026-2030. The Prime Minister witnessed the signing ceremony of the agreement between Vietnam Pharmaceutical Corporation and Opella Group on the agreement to increase Vinapharm's ownership ratio in Sanofi Vietnam Joint Stock Company from 15% to 30%. Prime Minister Pham Minh Chinh witnessed the MOU signing ceremony on cooperation in research and development of a Hydrogen production plant between Wealth Power Vietnam Group and HDF Energy SA Group. Prime Minister Pham Minh Chinh witnessed the MOU signing ceremony between Vietnam National Shipping Lines and HDF Energy SA Group on Cooperation in Developing Hydrogen Fuel and Fuel Cells in the Maritime Sector in Vietnam. At the Forum, representatives of businesses from the two countries, including Vietnam National Energy and Industry Group, Vietnam National Shipping Lines, Viettel, Vietnam Pharmaceutical Corporation, Artelia, Semmaris, Bel and delegates introduced the potential and investment and business environment of Vietnam and France; the investment and business capabilities and plans of businesses from the two countries; and exchanged and connected to cooperate in investment and business.
Opinions at the Forum stated that cooperation between the two countries over the past time has achieved many remarkable results, constantly becoming deeper and more comprehensive. In particular, economic-trade-investment cooperation continues to be a prominent "bright spot" in the bilateral relationship.
