The Standing Committee of Hai Duong Provincial Party Committee has issued an action plan. implementing Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development.
Accordingly, Hai Duong aims to develop the province's private economic sector to be strong in both scale and quality by 2030. Enterprises with competitive capacity, advanced management level, social responsibility, environmental protection awareness, ensuring the requirements of rapid and sustainable socio-economic development of the province, contributing to promoting industrialization, modernization, and international integration.
Specifically, Hai Duong strives to have about 30,000 enterprises operating in the economy by 2030, with 14 enterprises operating per thousand people; striving to have 2 or more large enterprises participating in the global value chain.
In the period of 2025 - 2030, strive for an average growth rate of the private economy of 12.8%/year, higher than the general growth rate of Hai Duong's economy. By 2030, the private economy will contribute about 43 - 48% of GRDP; labor productivity will increase by an average of about 11%/year; contribute about 54.3% of total domestic budget revenue (excluding revenue from land use).
To achieve the set goals, the Provincial Party Standing Committee has developed 7 key tasks and solutions.
That is to innovate thinking, have high unity in perception and action, arouse national belief and aspirations, create new impulses and new momentum to develop the private economy.
Promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business, right to fair competition, and ensure contract enforcement in the private economy.
Facilitate the private economy's access to resources in terms of land, capital, high-quality human resources, innovation, digital transformation, and technology application.
Promote science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy.
Strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises; forming large-scale private enterprises.
Substantially and effectively support small and micro enterprises and business households, promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, and create all favorable conditions for entrepreneurs to participate in social governance.
