In the first 6 months of the year, the province detected 221 violations of the Forestry Law, a decrease of 25 cases compared to the same period last year; 168 cases were handled, of which 147 were administratively handled and 21 were criminally handled. 5 violations of wildlife protection and management were detected, a decrease of 18 cases compared to the same period last year. Through inspection and verification, there were 150 fire spots affecting the forest; the area affected by fire (fire under the canopy, grass fire, not causing deforestation) was more than 760 hectares; the damaged forest area was 17.5 hectares. The application of information technology, science and technology, initiatives and technical solutions in work has been promoted. Currently, the forest coverage rate is 44.01%.
The conference discussed and clarified the limitations, such as: Some districts still have high deforestation, forest fires, and violations of forestry laws (Nam Po, Dien Bien , Dien Bien Dong, Muong Cha, Tuan Giao); there are still many violations that cannot identify the violators. Some local Party committees and authorities are still lax in management, lack responsibility in leadership and direction, have not really closely followed and fully implemented responsibilities in State management of forestry; and still leave it to the functional forces. The capacity of forest owners to manage and protect forests is still limited and irresponsible. The coordination between levels, sectors, and functional forces in investigating, preventing, and handling violations of forestry laws in some localities is not tight and not synchronized...
The conference agreed to set out 9 tasks and targets for the last 6 months of the year. In particular, closely coordinate to manage the existing forest area (about 419,894 hectares); strive to reduce 32.82% of forestry law violations compared to 2023, reduce the scale and level of damage; strictly and promptly handle violations. Coordinate with relevant units to control projects and works that change forest use purposes. Fight, prevent, grasp and stop violations of the law in forest management, forest protection, forest exploitation, transportation, storage, trading, processing of forest products and forest varieties. Coordinate with the two provinces of Phoong Sa Ly and Luang Prabang (Lao PDR) to implement the coordination regulations on forest protection and management, cross-border forest product trading and neighboring provinces. Strive to complete the target of 44.5% provincial forest cover rate by 2024.
