Organization of commune-level administrative units
According to Article 1 of the Law on Organization of Local Government 2025, commune-level administrative units include communes, wards, and special zones under the provincial level.
In which, commune is an administrative unit in rural areas; ward is an administrative unit in urban areas; and special zone is an administrative unit in some important islands established in accordance with geographical and natural conditions, population characteristics and requirements for socio -economic development, ensuring national defense and security.

According to the Ministry of Home Affairs , as of July 1, 2025, the whole country has 3,321 commune-level administrative units, including: 2,621 communes, 687 wards and 13 special zones.
Local government at commune level
According to Article 2 of the Law on Organization of Local Government 2025, local government in communes, wards, and special zones (except for special zones with a permanent population of less than 1,000 people) is a local government level consisting of the People's Council (PC) and the People's Committee (PC).
According to Article 28 of the Law on Organization of Local Government 2025, in special zones with a permanent population of less than 1,000 people, no local government level will be organized.
The People's Committee of the special zone performs the functions, tasks and powers of the local government in this special zone.
Commune People's Council
According to Article 5 of the Law on Organization of Local Government 2025, the People's Council at the commune level is a state power agency at the commune level, representing the will, aspirations and mastery of the people.
The People's Council at the commune level decides on important issues at the commune level, supervises compliance with the Constitution and laws, supervises the activities of state agencies in the area; and is responsible to the local people and state agencies at higher levels.

Organizational structure of People's Council at commune level
The organizational structure of the People's Council at the commune level includes the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Group and the People's Council delegates at the commune level.
The Standing Committee of the People's Council at the commune level is the standing body of the People's Council at the commune level.
The People's Council at the commune level has 2 Committees: Economic - Budget Committee and Cultural - Social Committee.
Commune-level People's Council delegates elected in one or more constituencies constitute the Commune-level People's Council Delegate Group.
Commune People's Committee
According to Article 6 of the Law on Organization of Local Government 2025, the People's Committee at the commune level is elected by the People's Council at the commune level, is the executive body of the People's Council, the state administrative agency at the local level, organizes the implementation of the Constitution, laws and resolutions of the People's Council at the commune level, and is responsible to the local people, the People's Council at the commune level and the People's Committee at the provincial level.
In places where there is no local government (special zones with a permanent population of less than 1,000 people), the People's Committee of the special zone is a state administrative agency, established by the decision of the provincial People's Committee, performing the role of local government in this special zone.

Organizational structure of the People's Committee at the commune level
According to Article 39 of the Law on Organization of Local Government 2025, the People's Committee at the commune level consists of a chairman, vice chairman and members.
Commune-level People's Committees have no more than two vice chairmen.
Members of the People's Committee at the commune level include the head of the specialized agency under the People's Committee at the commune level, the member in charge of military affairs and the member in charge of public security at the commune level.
The People's Committee at the commune level organizes 3 specialized agencies, including:
The first is the Office of the People's Council and People's Committee.
The second is the Economic Department (for communes and special zones) or the Economic, Infrastructure and Urban Department (for wards and special zones in Phu Quoc).
Third is the Department of Culture and Society.
In addition, in localities where there is no one-level Public Administration Service Center under the provincial People's Committee, the People's Council at the commune level decides to establish a Commune-level Public Administration Service Center as an administrative organization under the Commune-level People's Committee.
