For two consecutive years, Can Tho General Hospital lacked directors and leaders of 10 departments and offices.

Can Tho General Hospital is a public service unit under the Department of Health , autonomous in regular expenditure group 2 according to Decree No. 60/2021 of the Government.

Currently, the hospital has 36 departments and offices, of which 10 departments and offices have not yet completed their leadership: General Planning Department, Personnel Organization Department, Administrative Management Department, Medical Equipment and Supplies Department, Line Command and Training Department, Social Work Department; Ophthalmology Department, Nutrition Department, Neurosurgery Department, Neurology - Musculoskeletal Department.

The reason is that the above-mentioned department heads have quit or retired, and the hospital is reviewing and completing the missing positions.

Notably, recently, Specialist Doctor II Tran Quoc Luan, Director of Can Tho General Hospital, requested medical leave and was approved by the competent authority. The first time was for 6 months (from June 1, 2023 to November 30, 2023), the second time was for 3 months (from December 1, 2023 to February 29, 2024).

During the time the director is on medical leave, Specialist Doctor II Huynh Minh Phu, Deputy Director of Can Tho General Hospital, is assigned to take charge of and operate the hospital. During this time, the hospital focuses on bidding for the purchase of drugs, chemicals, supplies and equipment, and resolving outstanding issues related to hiring services for hospital operations (cleaning, security, canteen, etc.), so the personnel work for the positions of Head of Department, Department of Retirement and Resignation as mentioned above has not been carried out.

Leaders of Can Tho City Department of Health had working sessions on September 20, 2023 and January 2, 2024 with the Board of Directors and leaders of departments and offices of Can Tho City General Hospital on the hospital's operations. In particular, the focus was on directing and focusing on completing the leadership positions of the departments and offices that are still lacking.

On January 31, the Can Tho City Department of Health issued Official Dispatch No. 516 on the implementation of personnel procedures for civil servants, leaders and managers. Accordingly, the Department of Health decentralizes the heads of public service units under the Department to decide on the appointment, reappointment, transfer, rotation, resignation and dismissal of the positions of Head and Deputy Head of Departments and Offices.

On February 22, the Department of Health continued to issue Official Dispatch No. 755 on personnel work at Can Tho General Hospital. The Department of Health assigned the Director of Can Tho General Hospital to complete the leadership and management positions of departments and offices by the second quarter of 2024 at the latest and report the implementation results to the Department of Health for monitoring.

Thus, over the past 2 years, many meetings and official dispatches have been issued by the Can Tho City Department of Health, but the leadership of a "headquarter" hospital has not yet been completed.
