On the afternoon of September 21, the Hanoi Party Committee held an online conference for the third quarter of 2023 between the Standing Committee of the City Party Committee - People's Council - People's Committee with leaders of districts, towns and cities.

At the conference, Chairman of Thanh Xuan District People's Committee Vo Dang Dung said that the district has established 18 inspection teams to conduct general inspections and review mini apartments and multi-apartment rental houses.
Through preliminary screening, the district has about 1,900 mini apartments and rental houses; of which, there are about 90 mini apartments...
Up to now, the district has inspected 180 mini apartments and rental houses with the same level as mini apartments.
The inspection teams requested to move all motorbikes and electric bicycles on the first floor out of mini apartments and rented houses and set a target that if all vehicles could not be moved, 70-80% of motorbikes and electric bicycles must be moved so that if an incident occurred, the level of impact would be reduced because according to statistics, about 90% of fires originate from the first floor.
The district also requires investors to coordinate in installing fireproof doors from the first floor to the staircase, from the staircase to higher floors to prevent smoke from entering the floors; requires the first floor to be equipped with additional high-capacity fire extinguishers; requires residents to increase the equipment of escape ladders, not lock the door to the top floor to be able to escape...
Making a recommendation to the City, Chairman of Thanh Xuan District People's Committee Vo Dang Dung suggested that the City increase specialized equipment for the fire prevention and fighting force; research and come up with comprehensive solutions for boarding houses and rental houses that are violating fire prevention and fighting regulations to thoroughly handle fire prevention and fighting issues.
Also at the conference, Director of the Department of Construction Vo Nguyen Phong proposed that the City People's Committee assign the People's Committees of districts, towns and cities to focus on strengthening the management of multi-storey, multi-apartment individual housing projects (mini-apartments), and request investors to immediately implement a number of solutions to minimize the risk of unsafe parking areas in mini-apartments.
For owners, it is necessary to develop an operation management plan and arrange for healthy and experienced people to manage and operate the building; equip basic fire prevention and fighting equipment to ensure fire prevention and fighting safety. For district and ward People's Committees, coordinate with the police and local fire prevention and fighting forces to check all constructions to detect fire prevention and fighting violations.
Mr. Phong also suggested to inspect and guide owners to invest in essential equipment for fire prevention and fighting; develop fire prevention and fighting and rescue plans. Strengthen propaganda and training for households on fire prevention and fighting and rescue and plans to handle construction incidents (especially fire and explosion incidents).
For new construction projects: strictly control compliance with legal regulations on planning, construction, fire prevention and fighting, manage construction permits, quality management, and manage construction order according to regulations...
