Import and export increase, Customs tightens anti-smuggling
Import and export in 7 months exceeds 514 billion USD, trade balance surplus
According to the General Department of Customs ( Ministry of Finance ), the total value of import and export goods nationwide in July 2025 reached 82.29 billion USD, up 8% over the previous month. Of which, export turnover reached 42.29 billion USD (up 7%), import reached 40 billion USD (up 9.1%). Thus, Vietnam's trade balance of goods in the month continued to have a surplus of 2.29 billion USD, although down 20% compared to the surplus of 2.86 billion USD in June 2025.
In the first 7 months of the year, the total import-export value reached 514.72 billion USD, up 16.3% over the same period in 2024. Of which, exports reached 262.46 billion USD (up 14.8%) and imports reached 252.26 billion USD (up 17.9%). The trade balance of goods still had a surplus of 10.20 billion USD, but decreased by 30.3% compared to the surplus of 14.64 billion USD in the same period last year.
In July 2025 alone, state budget revenue from import-export activities reached VND 38,121 billion, a slight decrease of 2.7% compared to June. However, cumulatively from the beginning of the year to July 31, 2025, revenue reached VND 261,376 billion, equal to 63.6% of the estimate and an increase of 9.1% over the same period last year. This rate also reached 55.6% of the target, showing a positive recovery of import-export activities and budget collection.
Smuggling and trade fraud are complicated
The Customs Department also said that the situation of smuggling and illegal transportation of goods across borders, especially by sea and road, continued to be complicated in July. In addition, the production and trade of counterfeit goods, poor quality goods, goods of unknown origin and goods infringing on intellectual property rights are still common in many localities.
Notably, smuggling via e-commerce tends to increase sharply in both scale and time, especially with items that affect consumers' health such as food, pharmaceuticals, and functional foods.
The subjects also take advantage of favorable conditions in import and export, as well as preferential policies for border residents to carry out smuggling, mixing goods, and illegally transporting them across the border.
In July 2025, the sea route recorded 899 violations out of a total of 1,790 detected and handled cases, accounting for more than 50.2%. Violating goods were concentrated through key seaports such as Van Gia, Dinh Vu, Nam Hai Dinh Vu, Tan Vu, VIP Green, Cat Lai, ICD Phuoc Long, Hiep Phuoc, Vict and Cai Mep.
Some of the commonly illegally transported goods include diesel oil, coal dust, cosmetics, and food. This situation occurs frequently in the Northeast and Central coastal areas. Taking advantage of the complex and vast terrain and peak times, criminals increase the transportation of goods such as seafood, frozen food, breeding animals, poultry, gasoline, and cosmetics.
During the month, a number of cases involving export shipments with signs of forging Vietnamese origin to export to the US were discovered, including garlic, electric soldering irons and folding chairs.
During the same period, 669 violations were detected on the road, accounting for 37% of the total number of cases. The incidents mainly occurred on the Vietnam-China and Vietnam-Cambodia borders. The subjects took advantage of the open policy, posing as border residents to illegally transport high-value goods such as foreign currency, cigarettes, mobile phones, etc.
In addition, firecrackers and white sugar continue to be illegally traded and transported through the Central provinces and the Vietnam-Laos border.
During the period from June 15 to July 14, 2025, the Customs force detected, arrested and handled 1,790 violations (an increase of 11.7% over the same period last year), with an estimated value of infringing goods of VND 1,481 billion. The budget revenue reached VND 76.53 billion. There were 2 cases prosecuted by the Customs agency, 14 cases were transferred to other agencies for prosecution.
From December 15, 2024 to July 14, 2025, a total of 10,351 cases were detected and handled, with the value of infringing goods reaching approximately VND 15,095 billion, and the budget revenue reaching VND 537.88 billion. The Customs Department directly prosecuted 10 cases and transferred 68 cases to competent authorities for further handling.
The situation of drug trafficking and transportation remains complicated. In July 2025 (from June 15 to July 14), the Customs force presided over and coordinated the detection of 22 drug-related cases with 28 subjects. Of which, the Customs force presided over 11 cases. The seized evidence was about 100 kg of various drugs, including 32.9 kg of cannabis, 2.34 kg of heroin, 29 kg of ketamine, 36.3 kg of synthetic drugs and some other substances. In total, from December 15, 2024 to July 14, 2025, the Customs force coordinated the detection and handling of 125 cases/152 subjects. The seized evidence included about 2.1 tons of various drugs, including 401.7 grams of opium, 155 kg of marijuana, 35 kg of heroin, 1.86 kg of cocaine, 1,500 kg of ketamine, more than 309 kg and nearly 2,000 synthetic drug pills, and 106 kg and 60,000 other drug pills.
