On the sidelines of the announcement ceremony of the 2024 Import-Export Report taking place this afternoon, August 1, in Hanoi, Director of the Import-Export Department ( Ministry of Industry and Trade ) Nguyen Anh Son informed about the import-export results for the first 7 months of 2025.
- Could you please tell us the import and export results for the first 7 months of 2025?
- In the first 7 months of 2025, goods exports achieved very positive results, with an estimated turnover of 261.8 billion USD, an increase of 14.6% over the same period in 2024, exceeding the set export growth target.
The average monthly export turnover reached 37.4 billion USD, of which May and June both reached more than 39.5 billion USD. In July alone, exports are expected to reach the highest level of more than 41.6 billion USD.
Meanwhile, the import turnover of goods in the past 7 months is estimated at 252.1 billion USD, up 17.9% over the same period in 2024. Due to the recovery of production and export activities, businesses have stepped up the import of raw materials to serve the production of export orders.
The trade balance over the first 7 months is estimated to have a trade surplus of 9.7 billion USD. This figure is lower than the 12.6 billion USD in the same period last year. However, a moderate trade surplus can contribute to increasing foreign exchange reserves, stabilizing monetary policy, and contributing to sustainable import and export development in the medium and long term.
- Could you tell us about the results of administrative procedure reduction and support for export enterprises in recent times?
- The Import-Export Department has coordinated with relevant units to submit to the Ministry's leaders a report to the Government to issue Decree No. 146/2025/ND-CP dated June 12, 2025 regulating decentralization and delegation in the field of industry and trade; submit to the Ministry's leaders to sign and issue Circular No. 38/2025/TT-BCT dated June 19, 2025 amending and supplementing a number of regulations on decentralization of administrative procedures in areas under the management of the Ministry of Industry and Trade and Circular No. 40/2025/TT-BCT dated June 22, 2025 regulating the issuance of certificates of origin and approval of self-certification of origin.
Of the ministry's 87 tasks related to import and export, 47 have been decentralized, accounting for 54%.
In addition, the Import-Export Department has considered simplifying the dossier components or implementation time of 44 administrative procedures out of a total of 85 administrative procedures of the Department. Of which, the compliance cost of these 44 administrative procedures is estimated to decrease from VND 1,306 billion to VND 882 billion, equivalent to 32.5%.
- Regarding the decentralization of issuing certificates of origin (C/O) to localities, how does the Department provide implementation instructions, sir?
- The Import-Export Department has submitted to the Ministry's leaders to sign and issue documents to send to the People's Committees of provinces and cities, providing instructions on related contents.
To improve the effectiveness of regulation enforcement, the Department is coordinating with relevant agencies and units to organize training on rules of origin and self-certification of origin for exporting enterprises and local industry and trade department officials.
- To accelerate exports in the second half of the year, what recommendations do you have for businesses?
- In the last months of 2025, the world context continues to fluctuate in a complex and unpredictable manner, affected by the US trade policy, which will directly affect an open economy like Vietnam.
In that context, we recommend that businesses should have a good grasp of trade regulations and policies, and regularly update information on protection measures and trade barriers from partners. In particular, understanding and complying with the regulations in free trade agreements that Vietnam participates in will help businesses take advantage of tariff incentives and minimize legal risks.
Enterprises need to proactively seek and exploit new potential markets and adjust their export product structure to suit the needs and regulations of each market.
At the same time , businesses need to invest in technological innovation, apply digital transformation, improve product quality, ensure compliance with international standards on quality, safety and environment, thereby saving costs and improving competitiveness.
Equip yourself with knowledge of trade defense, work closely with regulatory agencies to enhance your ability to respond to trade disputes and protect your rights when faced with cases.
The Ministry of Industry and Trade is committed to continuing to accompany businesses by providing market information, supporting capacity building training and implementing trade promotion programs.
