The Ministry of Industry and Trade issued urgent dispatch No. 5721/CD-BCT on urgently overcoming the consequences of floods in Dien Bien province and focusing on responding to landslides and flash floods in the mountainous and midland provinces of the North.
According to information from the National Center for Hydro-Meteorological Forecasting, the water level on the Ma River is rising rapidly. At 10:00 a.m. on August 1, 2025, the water level of the Ma River at Xa La hydrological station was at 28,172 cm, 22 cm higher than the alarm level 3. It is forecasted that from about 1:00 p.m. to 4:00 p.m. on August 1, 2025, the water level at Xa La hydrological station is likely to rise to 28,350 cm, 200 cm higher than the alarm level 3 (lower than the historical flood in September 1975: 178 cm).
Heavy rain lasting from the night of July 31, 2025 to the morning of August 1, 2025 in Xa Dung, Na Son, Tia Dinh, Muong Luan and Phinh Giang communes in Dien Bien province caused severe damage to people and property.
Pursuant to Official Dispatch No. 125/CD-TTg dated August 1, 2025 of the Prime Minister, the Minister of Industry and Trade requests the Departments of Industry and Trade of provinces, cities and units to focus maximum resources to immediately implement the following tasks:
Department of Industry and Trade of provinces (especially for Dien Bien, Son La, Lai Chau , Thanh Hoa)
Closely monitor the development of floods and rains; promptly inform authorities at all levels and people to proactively prevent and avoid; proactively develop plans to ensure residential safety to be ready to deploy when the worst situations occur, not to be passive and surprised.
