At the two prisons, the delegation directly inspected the sub-camps, reviewed records, listened to reports from unit leaders, and opinions from delegates and representatives of Department C10.
Concluding the working sessions, Comrade Can Dinh Tai acknowledged the spirit of urgency, seriousness and responsibility of the leaders and officers of the two prisons in implementing the President 's amnesty decision. The dissemination and posting of amnesty documents and instructions from the Amnesty Advisory Council were carried out by the two units in accordance with regulations; the amnesty proposal files basically ensured the order, procedures and standards according to regulations.
Notably, despite the large number of records and the urgent implementation time, both camps did not receive any complaints or denunciations related to the amnesty work, demonstrating transparency, openness, and no negative signs.
Comrade Can Dinh Tai requested that prison leaders continue to closely coordinate with the Standing Office of the Central Amnesty Advisory Council in reviewing and supplementing documents as required, ensuring that the amnesty decision is submitted to the President for signing on schedule and for the right subjects. He also requested to soon develop a plan to announce the amnesty decision and step up propaganda about the humanitarian and lenient meaning of the amnesty policy, contributing to raising the awareness of rehabilitation among prisoners.
Along with that, he requested that prisons pay attention to the work of reintegrating pardoned people into the community, and at the same time recommended that competent authorities invest in additional facilities and human resources, especially medical staff and female prison guards, to ensure good detention conditions in accordance with legal regulations.
The difficulties and obstacles in the process of implementing the amnesty work were also noted by the working group to continue to coordinate and advise the President in the next amnesty rounds.
The inspection at Phu Hoa Prison and Xuyen Moc Prison ended in a serious and effective atmosphere, contributing to ensuring that the amnesty work is implemented in accordance with the law and the direction of the President.
