On the afternoon of June 17, at the Ho Chi Minh National Academy of Politics , General Secretary To Lam had a discussion with the Training Class, updating knowledge and skills for planning cadres of the 14th Party Central Committee Executive Committee (4th class) on the vision goals and some breakthrough policies and solutions that need to be focused on to bring the country into a new era.

Determine the goals and vision for national development

Regarding the goals, vision and consistent requirements in the current period of national development, at the discussion, General Secretary To Lam stated that we are in the process of building Socialism in Vietnam under the guiding banner of the Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011). In which, the Platform defines the general goals and directional goals.

To concretize these goals, the 13th National Party Congress has identified two 100-year goals for the country, specifically: By 2030, celebrate the 100th anniversary of the founding of the Party, become a developing country with modern industry and high average income. By 2045, celebrate the 100th anniversary of the founding of the country, become a developed socialist country with high income.

The General Secretary said that over the past time, we have agreed on the vision of a new era, an era of strong and prosperous development of the country since the 14th National Party Congress; we have agreed not to change but to be consistent and determined to achieve the two goals by 2030 and 2045 that the 13th National Party Congress has determined.

The General Secretary noted that this is a very difficult problem, requiring a lot of thought, intelligence, and practicality to find the answer. There must be extraordinary efforts and breakthrough solutions to "take shortcuts and get ahead" to do it. We are determined to achieve the growth target of at least 8% or more in 2025, creating a foundation for double-digit growth in the coming period. These are mandatory targets that must be achieved, there is no other way.

The General Secretary emphasized that the Congress terms all aim at three requirements: stability, development and improvement of people's lives. These three requirements demonstrate our Party's full and profound awareness of the dialectical relationship between "stability for development" and "development for stability". At the same time, the ultimate goal is to improve people's lives, increasingly satisfying the people's increasing needs - This is one of the goals of the socialism we are building.

The current focus is to build an independent, self-reliant, rapidly developing and sustainable economy; establish a new growth model with science, technology, innovation and digital transformation as the main driving force; and unleash all resources to develop the country.

In 2025, many policies and guidelines have been implemented by the Central Government to fulfill this requirement, such as: Issuing Resolutions of the Politburo to create breakthroughs in key issues, especially 4 important Resolutions: Resolution 57 on science, technology, innovation and digital transformation; Resolution 59 on strengthening international integration; Resolution 66 on innovation and institutional improvement; Resolution 68 on private economic development...

Strengthening the completion of infrastructure such as transport infrastructure; digital infrastructure; electric power infrastructure; building international financial centers in Ho Chi Minh City and Da Nang, free trade zones. Strengthening the fight against waste associated with the fight against corruption and negativity; directing the review of projects with difficulties, obstacles, slow progress, causing waste... The Politburo has given principles to solve this problem, and the authorities are actively implementing it.

The General Secretary pointed out that there is still much work to be done to improve people's lives. In the coming time, the Politburo will continue to discuss solutions to create breakthroughs in two fundamental issues related to people's lives: innovating to improve the efficiency of the healthcare system, shifting from disease prevention to treatment, reducing healthcare costs for people towards free healthcare for all; creating breakthroughs in the field of education and training, taking care of building a new generation of people for the next stage of the country.

Implement many breakthrough policies and solutions

Regarding some breakthrough policies and solutions, the General Secretary said that the Central Committee has been focusing on directing and simultaneously implementing many breakthrough policies and solutions.

Arrange, streamline the organizational apparatus, and reorganize administrative units. Currently, all levels and sectors have been very active in implementing this, with many tasks exceeding the set schedule. The Politburo has decided to implement this policy synchronously and uniformly nationwide starting from July 1, 2025.

Regarding innovation and institutional improvement, the General Secretary emphasized that the Politburo issued Resolution 66-NQ/TW dated April 30, 2025 on innovation in law-making and enforcement to meet the requirements of national development in the new era.

Set goals: By 2025, basically complete the removal of "bottlenecks" caused by legal regulations. By 2027, complete the amendment, supplementation, and issuance of new legal documents to ensure legal uniformity for the state apparatus according to the 3-level model. By 2028, complete the legal system on investment and business, contributing to making Vietnam's investment environment among the top 3 countries in ASEAN.

By 2045, Vietnam will have a high-quality, modern legal system... implemented strictly and consistently, meeting the requirements of national development, making our country a developed, high-income country, following a socialist orientation.

The Politburo issued Resolution 57, clearly defining: Developing science, technology, innovation and digital transformation is a strategic breakthrough, the main driving force to promote national modernization, innovate national governance methods, and develop the economy and society rapidly and sustainably.

Resolution 57 of the Politburo has been supported and welcomed by society with the expectation of a breakthrough for national development. After 5 months of implementation, the Central Steering Committee has assessed that in reality, science, technology, innovation and digital transformation activities in the past have moved from ideas, research to application, but have not yet created a vibrant breakthrough.

In the coming time, the Central Steering Committee on Science, Technology, Innovation and Digital Transformation will focus on leading and directing the implementation of 600 specific tasks set out. These tasks are counted weekly and monthly. Party committees, party organizations and authorities at all levels must direct resolutely and concretize the contents of the Resolution into practical action programs and plans; at the same time, clearly define responsibilities, closely inspect and supervise the implementation, ensuring substantive changes throughout the system.

The General Secretary affirmed that we have thoroughly grasped the spirit of Resolution 68 of the Politburo on private economic development. It is determined that "private economic development is the most important driving force of the national economy".

It is necessary to clearly distinguish between the state economy and state-owned enterprises. The state economy still plays a leading role in the economy. The state has sufficient resources and tools to regulate and ensure that the economy follows the socialist orientation.

The General Secretary said that in order to proactively integrate more deeply, the Politburo has issued Resolution No. 59 on strengthening international integration in the new situation. The Resolution demonstrates a profound vision: international integration is not just about opening up and exchanging, but is a comprehensive cause, requiring proactiveness, positivity and great courage.

It must be deeply recognized that integration is not only the task of foreign affairs agencies, not only the state's foreign affairs activities, but a comprehensive process, requiring the proactive, active, and creative participation of the entire political system, of each citizen, each enterprise, each profession, and each field.

The General Secretary emphasized that the requirements for Party building work were already very high, and now they are even higher in the face of the requirements for leading the revolutionary cause in the new era; requiring our Party to constantly improve its leadership and governing methods; enhance its capacity for self-renewal and self-improvement; and build a Party that is truly "ethical and civilized" as Uncle Ho instructed.

One of the key contents of the key in the work of Party building is cadre work. Cadres and cadre work are "very important" issues, "deciding everything", "cadres are the root of all work", and are the decisive factor in the success or failure of the revolution. Building a contingent of cadres with enough capacity to lead the country into a new era, an era of national development, is an urgent issue.
