Breakthrough opportunities for the education industry

Speaking before the National Assembly, Minister of Education and Training Nguyen Kim Son emphasized that June 16, 2025 is a very special day for the education sector because the National Assembly has pressed the button to pass the Law on Teachers. This is a very important event for the education sector.

The Law on Teachers is the first specialized law that fully regulates the legal status, rights, obligations and policies for teachers. This is an important milestone affirming the major policy of the Party and State in honoring, caring for, protecting and developing teachers - the key force in theeducation cause. The Law on Teachers establishes a full legal status for teachers in both public and non-public educational institutions.

For the first time, non-public teachers are recognized as a specialized professional with similar professional standards, rights and obligations, not just as contract workers as before. The law clearly stipulates the right to respect, protection of honor and dignity, and a strict mechanism for handling acts of insulting teachers. This is an important highlight to protect teachers from unreasonable social pressures and maintain a safe and civilized pedagogical environment.

Along with that, the Law on Teachers stipulates that "teachers' salaries are ranked highest in the administrative career salary scale system" and assigns the Government to specify salary policies for teachers in detail to ensure teachers' living standards, helping teachers feel secure in their work and contribute to the education cause. Preschool teachers who wish to retire up to 5 years earlier without a reduction in pension (if they have paid social insurance for 15 years).

Meanwhile, professors, associate professors, doctors or teachers working in specific fields are allowed to retire at an older age to retain talented people. In particular, the Law on Teachers also gives the education sector the initiative in recruiting and using teachers...

In preparation for the important law to come into effect, the Ministry of Education and Training has drafted two decrees and nearly 20 circulars guiding its implementation for the Government and the ministry to issue simultaneously with the Law on Teachers taking effect on January 1, 2026.

Also on June 16, the National Assembly discussed the following drafts: Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.

The draft resolutions received high approval from the delegates. The Law on Teachers and these two draft resolutions (expected to be passed in this session) will contribute to creating a solid foundation for the development of the country's education in the coming decades, and will be a breakthrough opportunity for the education sector in the new era of the nation.

Despite the country's difficult socio-economic conditions, these policies have demonstrated the Party and State's deep concern and strategic vision for the cause of education, for the sustainable development of the country and the happiness of the people. The high consensus in the National Assembly also reflects the consensus and agreement in society for a major policy that is popular and meets practical requirements.

The important legal corridor is already in place, so more than ever, the education sector needs to urgently strengthen facilities, increase the number of teachers, improve their quality, and actively implement the Law on Teachers and 2 resolutions so that children can soon enjoy these superior policies from the new school year 2025-2026. Because preschool and general education are important starting points in education for us to realize the goal of developing a prosperous and happy country.
