On June 17, Professor, Academician Boviengkham Vongdala, Member of the Central Committee of the Lao People's Revolutionary Party, Minister of Technology and Communications, President of the Laos - Vietnam Friendship Association sent a letter of condolences to Mr. Nguyen Dac Vinh, Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee for Culture and Social Affairs, President of the Central Committee of the Vietnam - Laos Friendship Association, expressing deep condolences over the passing of Major General Huynh Dac Huong, former Head of the National Liaison Committee of former volunteer soldiers and Vietnamese military experts helping Laos on June 11.

In the letter, Mr. Boviengkham Vongdala emphasized: Major General Huynh Dac Huong is an important person, who has continuously devoted his strength and intelligence to the revolutionary cause of national liberation of Vietnam, and has made great contributions to the revolutionary cause of the Lao people. He was closely associated with President Kaysone Phomvihane, President Khamtay Siphandone and many other leaders, making an important contribution to consolidating the great friendship, special solidarity and comprehensive cooperation between the two countries.
The President of the Laos-Vietnam Friendship Association also sent his deepest condolences to the members of the Vietnam-Laos Friendship Association, family, friends and comrades of Major General Huynh Dac Huong - whom he called "a close friend of the Lao Party, State and people".

According to Nhan Dan newspaper, Major General Huynh Dac Huong was born in 1922, his hometown is Cam Pho ward (Hoi An city, Quang Nam province). He participated in revolutionary activities early and held many important positions in the army: Deputy Director, Director of the Organization Department - General Department of Politics ; Deputy Political Commissar of the Northwest Military Region; Political Commissar of the 959 Command; Political Commissar and Commander of the 959 volunteer army and military experts to help Laos... In 1974, he was promoted to the rank of Major General, holding the position of Political Commissar of Military Region 4.
From 1976 to 1979, Major General Huynh Dac Huong held the position of Deputy Minister of Labor, War Invalids and Social Affairs . From 1979 to 1983, he was Deputy Political Commissar of Military Region 3. From 1983 to 1988, he held the position of Deputy Minister of Labor, War Invalids and Social Affairs.
After retiring, Major General Huynh Dac Huong continued to be involved in people's foreign affairs, as Secretary General of the Vietnam Veterans Association, Head of the National Liaison Committee of Vietnamese volunteer soldiers and military experts in Laos.
For his contributions to the revolutionary cause and the Vietnam-Laos friendship, Major General Huynh Dac Huong was awarded by the Party and State two First-class Independence Medals, First-class Military Exploit Medals; First-class Feat of Arms Medals, and First-class Freedom Medals by the Lao Government. In January 2025, Major General Huynh Dac Huong received the 85-year Party membership badge.
In September 2024, within the framework of the State visit to Vietnam, General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith met with former volunteer soldiers, Vietnamese experts and the young generation of Vietnam - Laos. Speaking at the meeting, Major General Huynh Dac Huong shared unforgettable memories of the years fighting side by side with the Lao armed forces and people. He recalled the image of Vietnamese volunteer soldiers and Lao soldiers and people sharing each bowl of rice, each piece of vegetable, each grain of salt, each sip of water and even drops of blood to overcome difficulties together, creating glorious achievements for the revolutions of the two countries.
Major General Huynh Dac Huong emphasized: "Every victory of Vietnamese volunteer soldiers on Lao soil is also a victory of both nations, just as President Ho Chi Minh taught: "Helping friends is helping yourself". And in every part of Laos, there is no place without the footprints of Vietnamese volunteer soldiers, there is no victory that is not associated with the sacrifice and contribution of Vietnamese volunteer soldiers".
