Speaking at the congress, Chairman of the Ho Chi Minh City People's Council Vo Van Minh praised the important achievements of the Party Committee and people of Phu Loi Ward in the 2025-2030 term; proposed that the Ward Party Committee continue to play a key role in comprehensive leadership and direction, actively deploying and operating the 2-level local government model, proactively grasping the situation, operating and implementing tasks on socio- economic development, national defense and security. He suggested that the Ward Party Committee must combine both renovating, embellishing, increasing green space for existing urban areas, and developing new urban areas in a civilized and modern direction according to the public transport development model (TOD) associated with land use planning along traffic routes, metro lines 1 and 2, ensuring harmony and unity with the overall development of Ho Chi Minh City, while closely managing the urban development process, land funds according to the planning and strengthening construction order management.
He also suggested that Phu Loi ward coordinate with agencies of Ho Chi Minh City and Thu Dau Mot ward to call for investment in the historical site of Phu Loi Prison, forming suitable tourism products with strong imprints of Binh Duong area. On the same afternoon, attending and giving a speech directing the Congress of the Party Committee of Chanh Hiep Ward, Chairman of the People's Council of Ho Chi Minh City Vo Van Minh requested the Party Committee of the ward to do a good job in planning, paying attention to closely following the general planning of Ho Chi Minh City for the period 2025-2030, with a vision to 2050 and the Socio-economic Development Plan of the region; strongly mobilizing resources to participate in investing in developing technical infrastructure and social infrastructure, focusing on key projects and works, creating development momentum. Attending and giving a speech at the Congress of the Party Committee of Ben Thanh Ward, Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, commented that Ben Thanh Ward is the “heart” of Ho Chi Minh City, where historical, cultural, political and economic values converge. Therefore, the ward has a special responsibility in contributing to realizing the city’s strategic goal of becoming the leading growth pole in Southeast Asia, a gateway to global connectivity, with sufficient conditions to break through and rise to the level of international “megacities”.
Specifically, the ward must maximize the central advantages to develop the economy, night-time economy, high-end trade and services, cultural tourism associated with digital economic development. At the same time, it is necessary to soon shape a new development space, synchronously exploit socio-economic infrastructure, high-quality human resources, trade and service potential, and tourism. Speaking at the Congress of Tan Nhut Commune Party Committee, comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, analyzed that Tan Nhut Commune has potential and advantages for developing logistics, ecological urban areas, and tourism. Therefore, the commune needs to identify a wider development space connection, linked with surrounding communes, and prioritize the development of trade and services in the direction of civilized, modern urban areas, urban agriculture; research on ecological tourism along Cho Dem River combined with local traditional culture and history. The comrade also paid special attention to state management of land, planning, and construction order; requiring that no illegal construction, illegal encroachment of land occur in the commune.
Speaking at the Congress of Tan Binh Ward Party Committee, Comrade Nguyen Manh Cuong, Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee, requested the ward to promote the advantage of its strategic location near Tan Son Nhat Airport, convenient traffic routes for the strong development of economic, commercial and service activities. Along with that, the ward continues to improve the effectiveness of mass mobilization work, especially the work of the government, in line with the motto "people know, people discuss, people do, people check, people supervise, people benefit". He suggested that the ward should soon plan and shape the development space in the context of a large population but small area, and technical and social infrastructure under much pressure. On the same morning, Phuoc Hoa Commune Party Committee held its first Congress for the 2025-2030 term. Comrade Van Thi Bach Tuyet, member of the Standing Committee of the City Party Committee, Head of the Organizing Committee of the Ho Chi Minh City Party Committee, attended and delivered a speech at the congress. In the new term, the commune set out 20 targets and 6 key tasks to focus on rapid and sustainable development. The congress introduced the Executive Committee of the Commune Party Committee for the 2025-2030 term. On the afternoon of August 22, the Binh Duong Ward Party Committee (HCMC) held its first Congress of Delegates for the 2025-2030 term. Speaking at the congress, Comrade Nguyen Manh Cuong, member of the Standing Committee of the City Party Committee, Head of the Propaganda and Education Commission of the Ho Chi Minh City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee, requested that the Binh Duong Ward Party Committee improve the quality and effectiveness of Party building work in all aspects of politics, ideology, organization, cadres and strengthen solidarity and unity within the Party; improve the quality of grassroots Party organizations and Party members; implement the study and follow of Ho Chi Minh's ideology, morality and lifestyle in depth. Innovation to create sources for party member development
On August 22, the Thu Duc Ward Party Committee (HCMC) held a thematic meeting with the theme "Improving the quality of Party member development work in the current period". At the conference, delegates shared experiences and solutions to discover, nurture and select excellent sources of the masses, especially among youth union members, grassroots security forces, and neighborhood cadres. Delegates also proposed to innovate the form of activities in neighborhoods, increase practical topics related to life such as health, fire prevention and fighting, security and order, etc. Along with that, it is necessary to mobilize people with skills to gather young people and organize practical activities to attract young people to participate, in order to increase the source of the masses to discover, nurture and create sources for Party admission.
Secretary of the Thu Duc Ward Party Committee Mai Huu Quyet requested that Party cells and grassroots Party committees diversify their activities and create an environment that attracts people from all walks of life to participate. Special attention should be paid to arranging young Party members into the neighborhood executive committee to increase connections with young people. He also requested that Party cells and Party committees under the Ward Party Committee share with each other to ensure the target of admitting 40 new Party members each year according to the Resolution of the Ward Party Congress.

Today, August 23, the Party Committee of the Ho Chi Minh City People's Committee held the 1st Congress of the Party Committee of the Ho Chi Minh City People's Committee for the 2025-2030 term, with the participation of 300 official delegates, representing nearly 52,606 party members currently active in 153 grassroots party organizations.
The Congress aims to build a clean and strong Party Committee of the Ho Chi Minh City People's Committee and socio-political organizations; strongly innovate the leadership methods of Party committees and organizations; enhance the responsibility of setting examples, the spirit of courage, dynamism, creativity, daring to think and dare to do of cadres and Party members in the organization to carry out political tasks and Party building work.
The congress also discussed solutions to successfully implement the “four pillars” of science and technology, international integration, law-making and private economy; building Ho Chi Minh City into a leading economic, financial, technological and service center in Southeast Asia and Asia, becoming a major hub for transportation and logistics, meeting international standards for smart, modern and sustainable urban areas.
The congress is expected to discuss and contribute ideas to the draft documents of the 14th National Party Congress, documents of the 1st Congress of the Ho Chi Minh City Party Committee and the Ho Chi Minh City People's Committee Party Committee, term 2025-2030. Delegates will also contribute ideas on the main tasks, targets, breakthrough programs, and key projects to be implemented in the new term.
In the 2025-2030 term, the Ho Chi Minh City Party Committee plans to set out 28 main targets. Of which, 6 are economic targets; 6 are social targets; 5 are urban and environmental targets; 2 are national defense and security targets; 9 are Party building, government building, and mass mobilization.
In particular, the average GRDP growth rate is 10%-11%/year and by 2030 the average GRDP per capita will reach about 14,000-15,000 USD. The average total social investment capital for 5 years will be at 35%-40% of GRDP; the digital economy accounts for 30%-40%/GRDP. By 2030, there will be 35.1 hospital beds/10,000 people, 21 doctors/10,000 people and 35 nurses/10,000 people; 100% of city residents will have a health check-up at least once a year...
Along with that are 3 breakthrough programs: Breakthrough in science, technology and innovation; private economic development; cultural and sports development. 5 key projects include: developing high-quality human resources according to international standards; Ho Chi Minh City urban railway; developing the International Financial Center in Ho Chi Minh City; building Can Gio International Transit Port; building a project to basically handle air pollution in Ho Chi Minh City.
