On August 27, the Bac Ninh Department of Health said that General Hospital No. 1 had an initial report on citizens' complaints about being "ripped off". 21 million VND for an ambulance trip from Bac Ninh to Thai Nguyen.
Accordingly, Bac Ninh General Hospital No. 1 has made a decision temporarily suspended work for Nguyen Thi Thiu, an official, of the Department of Intensive Care - Anti-Poison (head nurse on duty) and temporarily suspend the work of Vu Van Giap, a labor contract employee of the administrative management department - driver of the patient transport vehicle; Nguyen Van Thang, a labor contract employee of the Department of Intensive Care - Anti-Poison (a nurse escorting the patient) to serve the verification of citizens' reflections about the ambulance transporting the patient about 200 km but collecting up to 21 million VND.
At the same time, request relevant individuals to report the incident.
Previously, on August 25, social media spread information about the family of a patient in Hiep Luc commune, Thai Nguyen province having to pay 21 million VND for an ambulance ride of about 200km, from Bac Giang General Hospital (Bac Ninh General Hospital 1) in Bac Ninh province to take the patient back to Thai Nguyen. Of the 21 million VND, 4 million VND was for the accompanying doctor.
According to the report of Ms. Nguyen Anh Tuyet, (born in 2001), residing in Hiep Luc commune, on August 15, Mr. Nguyen Van Tuyen (born in 1977, Ms. Tuyet's father), a freelance worker, fell seriously ill while working with an acquaintance.
Mr. Tuyen was taken to the emergency room at Bac Ninh General Hospital No. 1 in critical condition and had to be treated in the Intensive Care Unit.
After many days of treatment without progress, on August 19, the family asked to take Mr. Tuyen back to his hometown for convenient care and funeral arrangements. After completing the procedures and signing the commitment, the family asked for a hospital car to transport him back, and a doctor assisted in contacting an ambulance outside to transport the patient to Thai Nguyen.
“When my family asked about the transportation cost, the doctor said it would only cost a few million. When the ambulance arrived at my house around 4pm that same day, the driver quoted the price as 22 million VND, but seeing that my family was in financial difficulty, he reduced it to 21 million VND, of which 4 million was for the doctor to go with me in the car,” Ms. Tuyet said.
According to the family, the driver did not inform them of the specific cost in advance and no invoice or receipt was provided. Before leaving, the driver said he would charge “per kilometer” and insisted that “there is no need to be afraid of charging more.” The family estimated that the distance from Bac Ninh General Hospital No. 1 to Hiep Luc Commune, Thai Nguyen was about 200km.
"At that time, because it was so urgent, my family (my mother) also agreed to take care of my father's funeral. This price made my family very upset and shocked." Chi Tuyet said.
After Mr. Tuyen passed away, relatives and neighbors who came to pay their respects learned of the unusually high transportation costs and expressed their outrage and advised the family to report the incident to the authorities for clarification.
After finishing her father's funeral, on August 25, Ms. Nguyen Anh Tuyet contacted the driver and he confirmed that he charged the correct price. Immediately after that, Ms. Tuyet shared information about this transportation fee on Facebook and received a lot of attention.
According to Ms. Tuyet, at 8:00 p.m. the same day, the driver contacted and returned 15 million VND and an additional 1 million VND for incense offerings to her father. On August 26, the leaders of Bac Ninh General Hospital No. 1 and the bus company came to apologize to the family for this incident.
After receiving information from Ms. Tuyet's family, VTC News reporters contacted Mr. Than Trong Hung, Director of Bac Ninh General Hospital No. 1, to clarify the above issue, but Mr. Hung did not respond.
As of August 26, Bac Ninh Department of Health Request Bac Ninh General Hospital No. 1 to quickly inspect and verify the incident; clarify the responsibilities of related individuals and organizations, especially whether or not there is collusion between hospital staff and outside transportation services for profit.
At the same time, if any violations are detected, they must be strictly handled according to current regulations and the results must be reported to the Department as soon as possible.
The Department of Health also requested that hospitals strengthen management, inspection and supervision of patient support services, ensure transparency and publicity of costs, and at the same time improve professional ethics and sense of responsibility in patient care.
