From Dien Bien Phu Victory to the aspiration to develop well in the region

On the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025), VNA reporter had an interview with Mr. Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, about the province's outstanding contributions over the past 80 years and development orientation in the coming period.

- Looking back on the 80-year journey of building and developing the country, how do you evaluate the outstanding achievements that Dien Bien province has achieved?

Mr. Tran Quoc Cuong: Over the past 80 years, under the wise leadership of the Party, our people have gone through a glorious historical journey of gaining independence, unifying the country, building and defending the Fatherland, turning Vietnam from a backward and poor economic country into an increasingly developed country with an increasingly high position in the international arena.

Together with the whole country, Dien Bien province inherits and promotes the historical tradition of the Dien Bien Phu Victory that “resounded throughout the five continents and shook the world”. The Party Committee, government, armed forces and people of all ethnic groups in the province have strived to overcome all difficulties, constantly innovated and created, and achieved many results in all fields.

The work of Party building and rectification has been strengthened, the leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members have been raised. The leadership role of the Party Committee has been clearly demonstrated, creating solidarity and unity within the Party organization; actively contributing to the results of leadership in implementing the political tasks of the province.

Essential infrastructure has been invested. Some key projects such as Dien Bien Airport have been upgraded and expanded. In particular, Dien Bien Phu Battlefield, Dien Bien Phu Victory Museum and many historical and cultural relics have been invested in and built; contributing to attracting tourists, making tourism a key economic sector.

The poverty rate has decreased sharply, and people's lives have improved. The locality has completed 22,300 solid and safe solidarity houses for the poor; and brought rural electricity to families without electricity.

Dien Bien builds a border of peace, friendship, cooperation and development; both successfully completing the task of firmly protecting national border security and expanding exchange and cooperation relations with the provinces of Northern Laos and Yunnan province (China).

The province strengthens cooperative relations with international organizations, non-governmental organizations, representative agencies of countries in Vietnam and some localities of Southeast Asia, Northeast Asia, Europe, Africa, Australia, Latin America..., thereby creating new positions and strengths for development.

The results achieved are a strong driving force and an important premise for Dien Bien to confidently enter a new stage of development.

- Besides the achievements, what difficulties and challenges is Dien Bien currently facing, especially in the context of increasingly deep integration, sir?

Mr. Tran Quoc Cuong : Dien Bien is a mountainous and border province with many difficulties. The province's economy mainly relies on agriculture and forestry; the road traffic system and inter-regional connections are limited; the educational level of the people is uneven, especially in ethnic minority areas and remote areas.

There is still a shortage of skilled and highly technical labor. Poverty reduction still faces many challenges; life in mountainous and border areas remains difficult.

The political security situation, crime, social evils, especially crimes of illegal drug trafficking and transportation, uncontrolled migration, illegal proselytizing... still contain complex factors that affect socio-economic development and the protection of political security, social order and safety.

The process of international integration brings many opportunities but also poses challenges for the locality. Dien Bien has a diverse, rich and unique national cultural identity, but the work of preserving and promoting unique national cultural values still faces many difficulties; the risk of traditional culture fading away if there are no appropriate and timely solutions.

- Could you please tell us about the orientation, vision and key tasks of Dien Bien province in the coming period to realize the development aspiration, contributing to the cause of building and defending the Fatherland?

Mr. Tran Quoc Cuong: Dien Bien aims for green, smart and sustainable development according to the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.

The locality strives to "become a province developing towards a green, smart, sustainable economy by 2030, striving to develop quite well in the region." In the coming period, the province will focus on implementing a number of key tasks.

The province focuses on building transport and urban infrastructure, mobilizing all resources to invest in building the Son La-Dien Bien-Tay Trang expressway; upgrading the Dien Bien Phu-A Pa Chai road and building the A Pa Chai-Long Phu border gate economic zone, creating a turning point in regional connectivity.
Localities develop urban systems and economic-social dynamic centers that are green, smart, modern, rich in identity and sustainable.

Dien Bien is restructuring its economy towards sustainability, focusing on developing high-tech agriculture, building brands for key products such as Dien Bien rice, coffee, macadamia, ancient tea, fruits, and medicinal herbs.

The province builds tourism as a spearhead economic sector, developing historical, cultural, sports, resort, and community ecological tourism. At the same time, the locality promotes border trade, logistics services, and expands international cooperation and integration.

The locality pays special attention to training and fostering human resources, especially high-quality public human resources, to meet the development requirements of new economic sectors; in particular, promoting digital transformation in state management, business, and public services, towards building digital government, digital economy, and digital society, creating a foundation for sustainable development.

The province ensures social security, sustainable poverty reduction; improves the quality of healthcare and education, and improves living conditions for people, especially those in remote areas; the target by 2030 is that the poverty rate according to the multidimensional approach will be below 8%.

Dien Bien promotes socio-economic development in conjunction with strengthening national defense and security, building a solid people's position. The locality strengthens the fight against crime, especially drugs, high-tech crimes, and cross-border smuggling; builds a clean and strong political system, promotes democracy and the strength of national unity.

Dien Bien today, with pride and the heroic spirit of Dien Bien Phu, is steadfast on the path of development, continuing to innovate, create, preserve and promote the unique cultural identity of the nation, building the province into a land of convergence of trust and development opportunities in the new era.
