From July 1, issuing certificates of origin (C/O) via the eCoSys system

(PLVN) - The Ministry of Industry and Trade has just issued Circular No. 40/2025/TT-BCT regulating the issuance of Certificates of Origin (C/O) and written approval for traders to self-certify the origin of exported goods. Accordingly, it is clearly stipulated that the issuance of C/O will be carried out through the electronic system eCoSys.

The Circular takes effect from July 1, 2025. In case of any changes in relevant legal documents, implementation will be based on the latest amended and supplemented documents.

The Circular establishes two groups of entities with the authority to implement: the Import-Export Department ( Ministry of Industry and Trade ) and organizations assigned by the Provincial People's Committee. Both groups are responsible for issuing C/O and approval documents when fully meeting the conditions on human resources, facilities, toll collection accounts, and digital infrastructure serving the eCoSys electronic certification and management system.

The implementation principles emphasize the unity and comprehensiveness in state management of goods origin; at the same time, ensure strict implementation of international commitments to which Vietnam is a member, without interrupting the implementation of international treaties or agreements related to goods origin.

A notable point is that the process of granting C/O and approval documents will be carried out through the eCoSys System at www.ecosys.gov.vn. This system is managed by the Department of E-commerce and Digital Economy for technical infrastructure, while ensuring data connection with the National Single Window Portal. This Department is also responsible for creating accounts, granting codes to competent authorities and updating the public list on eCoSys.

According to the provisions of the Circular, organizations assigned to issue C/O and approval documents must publicize the process, guide traders to comply with the law, receive and resolve problems, and periodically report to the Import-Export Department and the Provincial People's Committee.

Provincial People's Committees are required to organize the implementation of C/O issuance within 90 days from the effective date of the Circular, and at the same time publicly announce information, monitor and handle violations (if any) during the implementation process.

The Ministry of Industry and Trade and the Import-Export Department will preside over training, periodic inspections and coordinate with relevant units to ensure the quality of C/O issuance and approval documents nationwide.
