On June 18, the People's Committees of Dak Lak and Phu Yen provinces submitted a document to the Prime Minister, proposing an investment project to build an expressway connecting the two provinces under the form of public-private partnership (PPP).
The expressway is about 122km long, connecting from the North-South Expressway in the East to National Highway 14 with the starting point at Bai Goc Port, Phu Yen and the ending point at Dak Rue Border Gate, Dak Lak.
The expressway has 4 lanes and a design speed of 100km/h. The total investment of the project is estimated at VND29,650 billion. The total land area within the road is approximately 990 hectares.

This is considered an essential part of the CT.23 expressway, playing a strategic role in connecting economic and political centers, as well as industrial zones in the region.
In the submission, the two provinces proposed that the Government allow adjustments to the investment process to complete the project before 2030.
The project will be implemented under the form of a BOT contract, with the participation of state capital. The People's Committee of Phu Yen province (before the province's merger) and the new Dak Lak province People's Committee will be the competent authorities to implement this project.
According to the plan, investment preparation work will take place from 2025-2026, and construction will begin from 2026-2029.

According to the leaders of the two provinces, the Phu Yen - Dak Lak expressway will open up new development space for the two provinces. This route is expected to improve traffic capacity, reduce logistics costs and attract investment, thereby promoting socio-economic development in the Central Highlands and Central Coast regions.
This proposal was submitted when Dak Lak and Phu Yen officially merged into Dak Lak province. With a natural area of over 18,000 km² and a population of over 3.3 million people, the new Dak Lak province will have a strategic location, bordering many provinces and countries.
The two provincial authorities are urgently completing tasks related to the merger, according to the direction and progress of the Central Government, to create favorable conditions for the synchronous development of transport infrastructure as well as other socio-economic tasks.
Currently, Dak Lak and Phu Yen are connected via National Highway 29, which is over 290 km long, from Vung Ro Port to Dak Rue Border Gate. This route connects the Central Coast with the Central Highlands and the border gates of the Cambodia - Laos - Vietnam development triangle. However, many sections of the road are degraded and narrow, so the two provinces have recently proposed to the central government for an upgrade policy.
