The project to renovate and expand National Highway 46, Vinh - Nam Dan section (Nghe An province) has a total length of more than 10 km. The project is invested in the scale of a grade III plain road, including 4 lanes, a roadbed width of 21.5 m, and a design speed of 80 km/h. The project has a total investment of 500 billion VND, using the central budget. The Ministry of Construction assigned Project Management Board 85 to represent the investor. The winning contractor is Hoa Hiep Company Limited and will be implemented in 2025. According to the plan, the project will be completed on December 31, 2025.

As a vital traffic route connecting Vinh city with Nam Dan district, the National Highway 46 expansion project not only has the meaning of developing infrastructure but also promoting the socio -economic development of the area. However, the progress of the project is facing many obstacles.

According to the reporter's records, after many months of construction, the contractor is still having to work at a slow pace due to lack of land. Within the area of ​​the handed over site, the contractor mobilizes human resources and machinery to construct the items.

Mr. Le Duc Tung, Project Director of Hoa Hiep Company Limited, said that the contractor is currently constructing while “waiting” for the site. For the sites that have been handed over, the unit has simultaneously deployed 10 construction teams for both roads and bridges. Because the route has a large number of people and vehicles, the unit also thoroughly understands the spirit of both constructing and ensuring traffic safety.

According to the report of Nam Dan district, up to now, the project has approved the compensation plan for site clearance, paid money and cleared 6/10.7km, reaching 56%, the remaining 4.7km is the section through residential land, garden land attached to residential land of 542 households.

In addition to agricultural land, for residential land, most of the affected households are currently living and doing business along both sides of Highway 46, so the work of site clearance, land acquisition and resettlement takes a long time. In addition, the Land Law has changed, leading to policy changes. In addition, the project still has some problems related to compensation levels, support for garden and pond land; support for the difference in residential land price minus garden land price;...

The project has mainly just been handed over agricultural land for construction. The prolonged construction has greatly affected people's travel.

On June 11, the People's Committee of Nghe An province held a meeting to urge the progress of implementation, remove difficulties and obstacles of the project to renovate and expand National Highway 46, Vinh - Nam Dan section. Mr. Hoang Phu Hien, Vice Chairman of the People's Committee of Nghe An province, requested relevant units to coordinate with the People's Committee of Nam Dan district to focus on directing the inventory and final counting; speed up the progress of preparing payment records for households that are not affected by residential land and garden land related to residential land; urge and direct the units in charge of technical infrastructure works to relocate according to regulations; speed up the construction progress of resettlement areas, complete land allocation to households.

Previously, on May 28, the People's Committee of Nghe An province also issued a document directing to continue to urge the acceleration of the progress of compensation, support and resettlement for the project to renovate and expand National Highway 46, Vinh - Nam Dan section. Accordingly, priority is given to completing the survey and inventory work, approving the compensation plan, and handing over the site to the construction unit to implement the project before June 30.
