The 2025 high school graduation exam is taking place in the context of being the first exam for students studying under the 2018 GeneralEducation Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission; the whole country is implementing administrative reform, arranging and streamlining the apparatus, converting to a 2-level local government model; restructuring and rearranging the inspection system at all levels from central to local; restructuring and rearranging the local police force; the number of candidates registering for the exam increased by nearly 100,000 compared to 2024; the situation of buying and selling and using high-tech equipment is complicated. The above context requires the preparation and organization of the 2025 high school graduation exam to be even more thoughtful and thorough.
This year, 100% of students taking the 2025 High School Graduation Exam can register to take the exam online from April 21 to April 28, 2025 (in 2024, only grade 12 students can register to take the exam online). The total number of candidates registering for the exam is 1,165,289. Of which, the number of candidates taking the exam under the 2018 General Education Program is 1,138,579, accounting for 97.71% of the total number of candidates registering for the exam. The number of candidates taking the exam under the 2006 General Education Program is 26,711, accounting for 2.29% of the total number of candidates registering for the exam.
The 2025 high school graduation exam is the largest exam ever with the participation of more than 1.1 million candidates across 63 provinces/cities, held at 2,493 testing locations with 50,039 testing rooms. It is expected that about 200,000 personnel will be mobilized to participate in the organization of the exam, such as officials, teachers in the education sector, police, military, medical , electricity, etc.
In Binh Dinh, preparations for the 2025 High School Graduation Exam have basically been completed. The total number of candidates registered for the exam is 20,154. The number of independent candidates is 407. Of which, 248 independent candidates will take the 2006 Program and 159 independent candidates will take the 2018 Program. With 880 exam rooms, more than 110 waiting rooms and spare exam rooms. The whole province has established 01 High School Graduation Exam Council in 2025; there are 47 exam sites located at high schools or junior high schools in 11 districts, towns and cities. Independent candidates registering for the exam under the 2006 General Education Program will take the exam at a separate exam site at Le Hong Phong Secondary School, Quy Nhon City. The province has mobilized over 2,900 officials, civil servants and public employees to participate in the exam.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the proactive and responsible spirit of localities in preparing for the High School Graduation Exam. The Prime Minister emphasized that this is an important exam, on a national scale, attracting great attention from the whole society, especially taking place in the context of implementing the organization of the government apparatus at all levels and being the first exam applying the 2018 General Education Program. In response to that requirement, the Prime Minister requested to absolutely ensure that the exam: is safe, honest, and objective in all stages of organizing the exam; strictly and clearly managed, leaving no gaps, especially when there are changes in personnel; creating the most favorable conditions for candidates, not allowing any student to lose the opportunity to take the exam for subjective reasons.
The Prime Minister also noted that there should be no negativity or cheating in the exam; clear assignment of people, tasks, and responsibilities; and a high sense of responsibility in the organization and implementation, and no negligence or lax management. At the same time, it is required to ensure essential conditions for candidates, and maximum support for accommodation and travel, especially for students in remote areas and those in difficult circumstances.
