Prime Minister chairs national conference on new rural construction and poverty reduction

(binhdinh.gov.vn) - On the afternoon of June 22, at the Government headquarters (Hanoi), Prime Minister Pham Minh Chinh chaired the National Conference to review two national target programs (NTPs) on new rural construction (NTM), sustainable poverty reduction and two movements "The whole country joins hands to build NTM", "For the poor - No one is left behind" for the period 2021 - 2025. The conference was connected to the headquarters of the People's Committees of provinces and centrally run cities. Attending and co-chairing the conference at the Government headquarters were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Ministers: Tran Hong Ha, Mai Van Chinh and Vice Chairman of the National Assembly Le Minh Hoan.

At the bridge point of the Provincial People's Committee headquarters, comrades Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Thanh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, co-chaired the conference.

Reporting at the conference, Minister of Agriculture and Environment Do Duc Duy assessed that the results of the implementation of the two national target programs continued to affirm the correct policies of the Party and State, which were highly agreed upon by the people, promoting the development of ecological agriculture, modern rural areas, and civilized farmers. Rural infrastructure developed synchronously, essential services were expanded; the poverty rate decreased rapidly; the economic structure and labor structure shifted positively, contributing to narrowing the development gap and regional disparities. The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", had a strong and widespread influence throughout the political system and all classes of people, strongly promoting the role of the people in building new rural areas and sustainable poverty reduction. Of which, millions of households voluntarily donated more than 98.2 million m² of land, contributing tens of thousands of billions of VND and working days to build new rural areas...

For Binh Dinh province, over the past 5 years, the total resources mobilized to implement national target programs have been more than 34.9 trillion VND. Thanks to that, by the end of the 2025 plan, the whole province had 97 communes that had completed the new rural standards (exceeding 5 communes compared to the target set in Action Program No. 11/CTr-TU dated May 14, 2021 of the Provincial Party Committee of 92 communes); 42 communes achieved advanced new rural standards and 8 communes achieved model new rural standards. The emulation movement "Binh Dinh province joins hands to build new rural areas" has become a key and core movement in the province's patriotic emulation movements and has truly entered life, with widespread influence.

Meanwhile, implementing the National Target Program on Sustainable Poverty Reduction, localities in the province have invested in 39 regional connectivity projects; implemented 591 production development projects for 8,295 poor and near-poor households with 177.9 billion VND... Thanks to that, in the period of 2021 - 2025, the whole province has 46,271 households escaping poverty; the multidimensional poverty rate of the province decreased by an average of 1.23%/year, the ethnic minority poverty rate decreased by an average of 3.14%/year. The poverty rate of the province by the end of 2025 is expected to be 0.62%, lower than the average poverty rate of the whole country, which is expected to be 0.93%.

Speaking at the conference, Prime Minister Pham Minh Chinh said that agriculture, farmers and rural areas are the foundation and pillars of socio-economic development; "farmers are the center, agriculture is the driving force, rural areas are the foundation"; contributing significantly to stabilizing the macro -economy , controlling inflation, ensuring food balance; a place to create, preserve and pass on the cultural heritage of the rice civilization...

The Prime Minister also affirmed that the National Target Program for Sustainable Poverty Reduction has achieved the target of reducing the poverty rate according to the annual targets assigned by the National Assembly and the Government. The New Rural Development Program has 79% of communes meeting the New Rural Development standards, 51% of district-level units recognized as meeting the standards or completing the task of building a New Rural Development, and 12 provinces and cities recognized by the Prime Minister as completing the task of building a New Rural Development. Emulation movements have been widely launched to localities, families, people, business communities, etc., bringing about practical results, many advanced models have been recognized and commended.
