The plan aims to enhance the value and competitiveness of Vietnam's e-commerce; continuously expand the scale of the e-commerce market; continue to be a country in the group of leading countries in the region and the world in terms of e-commerce development speed; increase consumption of Vietnamese products both domestically and internationally through e-commerce; promote cross-border e-commerce transactions; narrow the gap between major cities and localities in terms of e-commerce development level; develop e-commerce in a green, circular, sustainable direction towards effective economic development, creating value for the community, contributing to building a fair society and minimizing negative impacts on the environment.
Strive for 70% of the adult population to participate in online shopping; e-commerce retail sales to increase by 20-30% per year, accounting for 20% of the total retail sales of goods nationwide; the rate of enterprises meeting the national criteria for sustainable e-commerce to reach 60%; the rate of websites violating consumer rights in e-commerce to decrease to 5-10% of the total number of e-commerce websites; the rate of enterprises applying e-commerce to strive to reach over 70%.
Along with that, strive to carry out 100% of transactions on e-commerce platforms with electronic invoices; non-cash payments in e-commerce reach 80%; the average cost for last-mile delivery in e-commerce accounts for no more than 8-15% of revenue; 60% of small and medium enterprises conduct business activities on e-commerce platforms; 60% of communes and equivalent administrative units nationwide have traders selling goods or providing services online; localities outside Hanoi and Ho Chi Minh City account for 50% of the value of B2C e-commerce transactions nationwide.
At the same time, the rate of e-commerce products using plastic packaging will be reduced to a maximum of 45%; the rate of e-commerce products using recyclable packaging will reach 50%; the rate of enterprises using clean energy in e-commerce logistics will reach at least 40%; 60% of higher education and vocational training institutions will implement specialized training related to the e-commerce sector; 1 million enterprises, cooperatives, business households, individuals, state management officials, students, and individuals will participate in training courses on e-commerce application skills.
The Provincial People's Committee assigned the Department of Industry and Trade to preside over and coordinate with relevant departments, branches, localities and units to study the above decision of the Ministry of Industry and Trade and based on the functions and tasks of the departments, branches, localities and units to proactively advise and implement in a timely and proper manner.
