Deploying the National Public Service Portal to become a centralized, single "one-stop shop" from June 27.
The telegram stated: Implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation (hereinafter referred to as Plan No. 02-KH/BCĐTW) and the direction of the Government and the Prime Minister, a number of localities have proactively completed the selection, upgrading and development of information systems to serve the direction, administration and service of people and businesses such as: 05 provinces and cities have completed the configuration of administrative procedures (TTHC) on the Provincial-level TTHC settlement information system; 08 provinces and cities have completed the connection of national databases, specialized databases/Ministry and sector information systems, EMC systems; 06 provinces and cities have completed the connection and full integration of services with the National Public Service Portal; 08 provinces and cities have completed the announcement and publicization of the headquarters addresses of the Public Administration Service Centers and points to support people in performing online public services.... However, according to the Report of the Ministry of Science and Technology , by June 25, 2025, many localities have not yet completed upgrading and developing information systems to serve the direction, administration and service of people and businesses, and have not strictly implemented the direction of General Secretary To Lam, the Central Steering Committee, the Government, and the Prime Minister on ensuring smoothness, efficiency, and no interruption when arranging administrative units and implementing the 2-level local government organization model. In order to effectively and synchronously carry out the tasks of digital transformation to meet the requirements of restructuring the political system, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to study the handbook on implementing Plan No. 02-KH/BCĐTW of the Central Party Office and focus on directing and immediately completing the following tasks:
1- On announcement and disclosure of administrative procedures
a) Announce the list of administrative procedures applicable in the province and city and update and publicize it on the National Database of Administrative Procedures, to be completed no later than June 27, 2025; adjust internal procedures, electronic procedures, online public services, ensure the implementation of administrative procedures, and provide public services smoothly, effectively, and without interruption from July 1, 2025, to be completed before June 30, 2025.
b) Publicize the headquarters address and list of administrative procedures received and returned at provincial-level public administrative service centers, commune-level public administrative service centers and points to support people in performing public services, to be completed no later than June 27, 2025.
c) Establish a public hotline of the provincial public administration service center and the People's Committees of communes to support, guide, and respond to individuals and organizations' and organizations' comments and recommendations on administrative procedures and public service provision when arranging administrative units and implementing the 2-level government organization model, ensuring 24/7 regular operation, to be completed by June 27, 2025 at the latest.
2- On reviewing and upgrading the shared information system
a) Complete the selection, consolidation, upgrading and development of the provincial-level administrative procedure settlement information system, specifically:
- Complete the configuration of administrative procedures on the provincial administrative procedure settlement information system no later than June 29, 2025.
- Complete the issuance and update of information on agencies and administrative units in provinces and cities on the National Database on Administrative Procedures; declare the list of online public services and test services connected to the National Public Service Portal, ensuring that 100% of online public services of provinces and cities before the merger must be integrated and provided on the National Public Service Portal smoothly, effectively, and without interruption when arranging administrative units and implementing the 2-level government organization model, to be completed no later than June 27, 2025.
- Preside over and coordinate with the Government Office to connect and pilot the two-level local government model on the National Public Service Portal and deploy the National Public Service Portal to become a centralized, single "one-stop shop" from 6:00 p.m. on June 27, 2025, as a basis for completion and smooth, effective, uninterrupted implementation from July 1, 2025.
- Complete connection with National Databases, specialized databases and Information Systems of ministries, branches, EMC systems according to instructions of ministries, branches, completed before June 30, 2025.
- Complete the arrangement and issuance of accounts for cadres, civil servants, and public employees in receiving and handling administrative procedures on the provincial-level administrative procedure handling information system before June 30, 2025.
- Propose and coordinate with the Government Cipher Committee to complete the issuance of digital signatures for cadres, civil servants, public employees, agencies, and administrative units in provinces and cities before June 30, 2025.
b) Complete the selection, consolidation, upgrading and development of the Document Management System for direction and operation, specifically:
- Complete the issuance, updating and configuration of agency and unit identification codes no later than June 27, 2025.
- Complete the provision of accounts for officials, civil servants, public employees and single-lane login (SSO) solutions on the System before June 30, 2025.
- Complete solutions for converting or searching for documents on old systems, ensuring smooth, efficient, and uninterrupted work processing by June 29, 2025 at the latest.
c) Complete upgrading and developing other information systems serving operations and direction and administration (LGSP system, online meeting system, email system, reporting information system, electronic information portal...) to meet the requirements of administrative unit arrangement and implementation of the 2-level local government model. Complete before June 30, 2025.
3- About infrastructure, transmission lines, information security
a) Complete upgrading and developing DC/cloud infrastructure to serve the installation and operation of information systems for direction, management and serving people and businesses before June 28, 2025.
b) Quickly arrange headquarters, equipment, assign leadership, arrange human resources, and network infrastructure at the Provincial and Commune Public Administration Service Centers to meet the requirements of Decree No. 118/2025/ND-CP of the Government to ensure the settlement of administrative procedures including direct, online, and 100% of administrative procedures performed without provincial boundaries in 2025, paying attention to the use and inheritance of facilities, equipment, and infrastructure of Provincial Public Administration Service Centers, Reception and Result Delivery Departments at district and commune levels before merging and rearranging administrative units, ensuring maximum convenience, smoothness, and no interruption in the settlement of administrative procedures for people and businesses when the operation of the district-level local government ends and the organization model of a 2-level local government is implemented. Complete before June 29, 2025.
4- Chairmen and General Directors of Corporations and information technology companies: Vietnam Post and Telecommunications Group; Military Industry and Telecommunications Group; MobiFone Telecommunications Corporation; FPT Joint Stock Company; Tan Dan Informatics Company,... have deployed Information Systems to serve the direction, operation and service of people and businesses to support the implementation of upgrading, configuring, and editing information systems and databases, to be completed before June 28, 2025; Chairmen and General Directors of Vietnam Post Corporation, Military Industry and Telecommunications Group arrange human resources to support the People's Committees at the commune level in receiving and returning results of handling administrative procedures via post, ensuring stable, smooth, effective, regular, and continuous operations 24/7 when arranging administrative units and implementing the 2-level government organization model from July 1, 2025.
5- Assign the Chairmen of the People's Committees of provinces and centrally run cities to be responsible to the Government and the Prime Minister for upgrading and developing information systems to serve the direction, administration and service of people and businesses, ensuring efficiency, smoothness and no interruption when implementing the arrangement of administrative units, implementing the 2-level local government organization model and the National Public Service Portal as the national one-stop public service portal serving people and businesses.
6- The Minister and Head of the Government Office shall monitor and urge the implementation of the above tasks according to assigned functions and tasks; promptly synthesize and report to the Prime Minister on issues beyond his/her authority.
This is a very important and urgent task that needs to be urgently focused on. The Prime Minister requested that the Secretaries of Provincial and Municipal Party Committees and Chairmen of the People's Committees of centrally-run provinces and cities take the time to pay attention to, lead and direct their affiliated agencies and units to complete the above tasks, ensuring smooth, effective and uninterrupted service to the people and businesses when rearranging administrative units and implementing the 2-level local government model./.
