On the morning of June 23, at the conference to disseminate and implement Plan No. 02 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen affirmed: Prioritizing data synchronization and interconnection, improving governance and management capacity is the key to achieving the goal of restructuring and organizing a streamlined - compact - strong - efficient - effective - efficient - effective apparatus to better serve people and businesses.
This vision clearly not only emphasizes the role of technology but also demonstrates the city's determination to build a modern, transparent and efficient administrative system with close coordination between technology infrastructure, data, people, policies and the active participation of people and businesses.
In the process of preparing to arrange the new administrative apparatus, with some concerns about geographical distance, travel distance... this is the "key" to solve: connecting data, two-way administration. For people, it helps save time, costs, no need to go directly to state agencies. For businesses, transparent and fast administrative processes help reduce operating costs, improve competitiveness.
Along with efforts to reorganize the apparatus and people is the focus on building a two-way administrative system, not only internally connected but also closely connected with people and businesses.
To date, 102 wards and communes in Ho Chi Minh City have completed 100% of the system's operational testing with full IT equipment, secure document storage, and reasonable personnel arrangements. Management software, online meetings, and document processing have been seamlessly connected from the provincial level to the ward level, creating the foundation for a unified administrative system.
It is worth noting the cooperation between Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau to combine public service portals, connect infrastructure in 168 wards and communes after the merger, review administrative procedures and use tax services, email, 1022 system, digital signatures and electronic identification codes. This cooperation not only helps expand the scope of data interconnection but also creates more favorable conditions for people and businesses in the region, in the context of strong economic integration and digital transformation.
Of course, two-way data connectivity also faces many challenges. It requires close coordination between government levels to ensure consistency; digital infrastructure needs to be invested heavily to meet the needs of big data processing and ensure information security. Finally, the active participation of citizens and businesses is a key factor for online public services to be effective.
Ho Chi Minh City has taken a proactive and important approach, with collaborative efforts, both internally and externally, at all levels, to ensure the “finish line” by July 1, 2025. At that time, all eligible administrative procedures will be centralized on the National Public Service Portal, with the goal of providing 982 online public services, each service reaching an average of at least 1,000 records per year in each province.
The goal is to avoid interruptions, data congestion, and interconnected processes to serve the new operating apparatus. The city has also completed the installation and connection of infrastructure for 168/168 Party Executive Committees in wards and communes, and established electronic identification codes to support document exchange via software and the national document interconnection platform.
By 2025, Ho Chi Minh City aims to have 95% of public services fully online and 100% of eligible administrative procedures partially provided online. In addition, the city aims to implement 100% of administrative procedures regardless of administrative boundaries, creating favorable conditions for people and businesses.
Two-way data and administrative connection is an important step in Ho Chi Minh City's digital transformation journey. From internal successes that have been piloted to strategic plans such as centralizing public services on the National Public Service Portal and inter-provincial cooperation, the city is laying the foundation for an effective, transparent and close-knit administrative system for people and businesses.
With a clear vision and strong determination, Ho Chi Minh City is not only improving governance but also setting a model for other cities across the country, proving that digital transformation in administrative management is a completely feasible goal.
