Synchronize national aggregate data, reduce administrative procedures, people only declare once

Resolutely eliminate local thinking and information and data segregation; end fragmented, disconnected, and ineffective investment. Take people and businesses as the center.

On June 23, the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation (Steering Committee) held a conference to disseminate and implement Plan 02-KH/BCĐTW of the Steering Committee.

The conference was held directly at the main bridge point of the Central Party Office and online at local bridges (provincial and communal levels) nationwide.

Chairing and directing the conference were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat, Deputy Head of the Steering Committee; Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Committee , Deputy Head of the Steering Committee.

On June 19, 2025, the Steering Committee issued Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast, and effective digital transformation to meet the requirements of restructuring the political system. For convenience in operation and supervision, Plan No. 02-KH/BCĐTW is organized into 8 groups of key tasks and solutions, requiring the participation of the entire political system.

Regarding the task group of national databases, in the urgent period (until June 30, 2025), the Steering Committee requests ministries and agencies to guide provincial and municipal Party Committees, ministries, branches and localities to digitize documents according to regulations; urgently complete databases: land, enterprises, finance, household registration... to serve the provision of online public services (DVCTT) throughout the process.

In the breakthrough phase (until December 31, 2025), the Steering Committee requires completing and putting into operation national and specialized databases; ensuring connection and sharing of judicial data with the National Data Center, to be completed in September 2025; completing the construction, cleaning, and putting into operation 12 key national and specialized databases; data on party organizations, party members, and civil servants will be completed in two phases in 2025, ending in 2026.

All ministries, branches and localities must synchronize data on the national database, serve data reuse, reduce administrative procedures, and move towards the principle of "people only declare once"; build an online trial organization system, interconnect with national data and judicial agencies, to be completed by November 2025; review and restructure all administrative procedures to convert from paper to electronic, to be completed before December 20, 2025.

Regarding platforms and applications serving people, businesses and activities in political system agencies, Plan No. 02-KH/BCĐTW emphasizes the focus on modernizing the interactive interface between the government and society. From now until June 30, 2025, review the platforms for connecting and sharing data at the national and local levels; review, upgrade and develop e-Government and e-Government information systems; the Ministry of Public Security must upgrade the VNeID application to be ready to serve; localities must complete the integration of 100% of public services to the National Public Service Portal (NPSP), ready to close the provincial portal interface. Network operators must ensure the stable operation of the NPSP infrastructure.

Moderating the discussion session and speaking at the conference, comrade Nguyen Duy Ngoc stated that up to now, technology, data, and legal systems have been basically prepared and deployed along with security solutions. To serve the provincial and communal apparatus that has just come into operation since July 1, it is necessary to connect into a common system for the whole country and all political systems will share this infrastructure.

“With a very proactive spirit in the context of the movement and activities of localities implementing two-level local government from July 1; departments and branches continue to guide all beneficiaries, especially people and businesses, not to be discouraged when updating and using the administrative procedure settlement system. This is an extremely important issue,” emphasized comrade Nguyen Duy Ngoc.

Comrade Nguyen Duy Ngoc also stated that the tasks in Plan No. 02-KH/BCĐTW must be implemented urgently with the spirit of "every minute, every hour", synchronously, attaching responsibility and determination to all leaders at all levels. In the process of synchronizing and connecting data, the issue of ensuring security and safety of the system and data must be put first and given priority to be resolved.

Concluding the conference, comrade Tran Cam Tu emphasized: Plan No. 02-KH/BCĐTW was issued in the context that the entire political system is actively and resolutely implementing major policies on streamlining the organization of the political system and policies on digital transformation, in order to meet the requirements of interconnectivity, synchronization of digital infrastructure, digital data and online public services, contributing to serving people and businesses more promptly and effectively.

To successfully implement Plan No. 02-KH/BCĐTW, comrade Tran Cam Tu suggested that leaders at all levels as well as the entire political system must thoroughly grasp the viewpoints, goals, and very specific tasks, the time to complete them, and strictly implement the requirements.

Specifically, promote the role and responsibility of the heads of Party secretaries, People's Committee chairmen, ministers, and heads of central agencies in developing and approving implementation plans of agencies and localities; directly directing, monitoring, and taking full responsibility before the Steering Committee, the Politburo, and the Secretariat for implementation results.

"This must be considered a key political task, not left entirely to the professional department, and only when the leader takes part with determination, resoluteness and high responsibility will there be results and success," comrade Tran Cam Tu clearly stated.

Comrade Tran Cam Tu also requested that it is necessary to ensure synchronization, connectivity, and unity of information systems; databases must be built according to the principle of "connection - sharing - common use"; resolutely eliminate local thinking, information and data segregation; and end the situation of fragmented, disconnected, and ineffective investment.

“Putting people and businesses at the center. The ultimate goal is to simplify procedures, shorten time, reduce costs, and improve the satisfaction of people and businesses. Technical platforms and electronic processes must be practical, easy to use, and easy to access,” emphasized comrade Tran Cam Tu.
