The issuance of the Plan demonstrates the strong determination of the Ministry of Science and Technology in mobilizing and promoting the intelligence of talented experts to promote breakthrough development in artificial intelligence (AI) in Vietnam.
Through key national AI programs, the Plan aims to build a solid foundation for AI to become a strategic driving force for economic growth, modernize governance, improve the quality of life and national competitiveness. At the same time, create a comprehensive, autonomous and humane AI ecosystem, contributing to making Vietnam one of the leading countries in AI research, development and application in the region and the world.
The plan to attract 100 AI experts is designed with a series of specific tasks, covering everything from policy, research, technical standards to training and technology application in essential fields.
These include: Establishing a national AI expert database; consulting on the development of a system of legal documents guiding the implementation of the Law on Digital Technology Industry (content related to artificial intelligence); participating in the development of standards, regulations, technical guidelines and legal frameworks related to AI.
Order/assign research tasks and implement the construction of a national biological data platform integrating artificial intelligence to serve research, development and commercialization of biotechnology products in Vietnam.
Order/assign tasks to research and develop “Make in Vietnam” AI models in the fields of: Language, images, sounds, data. In particular, building a large Vietnamese language model with at least 100 billion parameters, capable of understanding texts in fields such as: Law, finance - accounting, tax, agriculture, culture, history...

In the context of AI human resources in Vietnam still lacking in both quantity and quality, implementing a plan to attract experts is an important step to meet the needs of digital transformation and high technology development.
This is not only a plan to attract human resources, but also an action program to make AI one of Vietnam's key technology pillars in the next decade.
