(HNMO) - The Hanoi People's Committee has just issued Official Dispatch No. 1819/UBND-KTN on implementing urgent measures to prevent and control rabies in the city.
The document stated that, implementing the Prime Minister's direction on strengthening urgent measures to prevent and control rabies, the City People's Committee assigned the Department of Agriculture and Rural Development to strengthen the dissemination of the Law on Veterinary Medicine, the Law on Animal Husbandry, and documents related to the prevention and control of animal rabies; regularly urge and inspect the prevention and control of animal rabies in districts, towns and cities.
The Department of Agriculture and Rural Development directed the Hanoi Department of Animal Husbandry and Veterinary Medicine to investigate, determine the cause and implement measures to prevent and control animal rabies; step up information, propaganda and training for the grassroots political system, the veterinary system and dog and cat breeders on measures to prevent and control animal rabies.
The Department of Health directed the Hanoi Center for Disease Control to improve and expand the number of rabies vaccination and anti-rabies serum injection points to ensure easy access to rabies vaccines for humans; disseminate addresses of rabies vaccination points and communicate instructions for people bitten by dogs and cats to immediately go to medical facilities for timely preventive treatment.
In addition, strictly inspect and handle administrative violations against organizations and individuals using unrecognized methods or using drugs not yet permitted for circulation to examine and treat people with rabies or people bitten by dogs or cats...
Regarding the above tasks, the People's Committees of districts, towns and cities shall direct the establishment, maintenance and effective enhancement of the operation of teams to catch stray dogs and have mechanisms and policies for teams to catch stray dogs, especially in urban areas. Implement well the management of domestic dogs and cats; accurately count the number of domestic dogs and cats; update information and establish a management book for domestic dogs in the area; disseminate regulations on declaration of livestock activities according to regulations so that people know and proactively implement them. Continue to develop districts into disease-free areas for animal rabies.
Cau Giay and Hoang Mai districts must complete the recognition of rabies-free zones in 2023; Bac Tu Liem and Nam Tu Liem districts must complete the recognition of rabies-free zones in 2024.
