At the conference, Director of Digital Transformation of Ho Chi Minh City Vo Thi Trung Trinh briefly reported the results of the pilot implementation of digital platforms serving local authorities at 2 levels in 168 wards, communes, and special zones.
The scenario for sending and receiving documents and connecting documents in the Party bloc is that the Ho Chi Minh City Party Committee Office sends documents to the Commune Party Committee for processing, the Commune Party Committee processes the documents, and when issued, it will be issued to the Ho Chi Minh City Party Committee Office and sent to the Commune People's Committee.
The government block and the Ho Chi Minh City Digital Transformation Center will transfer the document to the People's Committee at the commune level for processing and then send the issued document to the Ho Chi Minh City Digital Transformation Center and at the same time send it to the Party Committee of the commune, ward, and special zone.
In addition, it is also testing the reception and settlement of administrative procedures at the commune-level public administration center; operating and processing records of specialized departments at the ward, commune, and special zone levels.
The Director of the Ho Chi Minh City Digital Transformation Center assessed that although the preparation work was urgent, the units focused and made efforts to ensure that the trial operation achieved the set results. The shared software system was ensured to be smooth so that it could be put into official operation.
Interconnection in the command and administration system in the political system of Ho Chi Minh City according to the 2-level local government model. Ho Chi Minh City's shared digital platforms will continue to operate and develop on the principle: "One unified system - One single data - One seamless service" in accordance with the 2-level local government model serving people, businesses and command and administration.
Accordingly, the transmission infrastructure connecting to the bridge points ensures connection to 168 wards, communes, and special zones. Image and sound quality is guaranteed. The skills of the staff in charge are basically guaranteed, and additional training and guidance will be provided. The incoming and outgoing document management flows are guaranteed to be configured according to regulations. The speed and performance of the document management system are guaranteed.
Chief of the Office of the Ho Chi Minh City Party Committee Pham Hong Son presented the plan to organize the ceremony to announce the Resolutions of the National Assembly , the Central Committee's Decisions, and the local decisions on merging administrative units, establishing Party organizations, the Vietnam Fatherland Front of Ho Chi Minh City, wards, communes, and special zones.
Comrade Van Thi Bach Tuyet, member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee, also thoroughly grasped a number of contents related to the work of arranging and organizing the apparatus and administrative units.
Previously, the Ho Chi Minh City Party Committee issued a plan to organize a ceremony to announce resolutions and decisions on the establishment of Ho Chi Minh City; Ho Chi Minh City Party Committee; and appoint leadership personnel for Ho Chi Minh City. According to the plan, the announcement ceremony will take place from 8:00 a.m. on June 30, 2025, at the Ho Chi Minh City Academy of Officials (Ward 12, Binh Thanh District).
The Central working delegation led by General Secretary To Lam is expected to attend the ceremony to announce the National Assembly's Resolutions, Central Decisions, and local decisions on merging administrative units, establishing Party organizations, the Vietnam Fatherland Front of Ho Chi Minh City, wards, communes, and special zones.
