The Provincial Branch of the Vietnam Bank for Social Policies was established under Decision No. 56/QD-HDQT dated June 26, 2025 of the Chairman of the Board of Directors (BOD) of the Vietnam Bank for Social Policies on the basis of merging 3 Branches of the Vietnam Bank for Social Policies in Ha Nam, Nam Dinh and Ninh Binh (old).
Currently, the Provincial Social Policy Bank Branch has 21 transaction offices and branch headquarters; 397 transaction points in 129/129 wards and communes; 6,219 Savings and Loan Groups; more than 219 thousand households with outstanding loans.
After the merger, the Provincial Social Policy Bank Branch quickly stabilized its organization and apparatus, ensuring that social policy credit activities were maintained continuously and without interruption.
Since the beginning of the month, loan turnover has reached nearly 80 billion VND with over 1,300 poor households and other policy beneficiaries receiving loans; debt collection turnover has reached over 200 billion VND.
In the first 6 months of 2025, the entrusted lending activities for poor households and other policy subjects between the Vietnam Bank for Social Policies and entrusted socio-political organizations were maintained stably, with quality, efficiency and smoothness.
The provincial branch of the Social Policy Bank has coordinated with socio-political organizations to advise the Provincial Party Committee to issue a Plan to implement Directive 39-CT/TW of the Secretariat on improving the effectiveness of social policy credit in the new period; advising local Party committees and authorities to pay attention to arranging local budgets entrusted to the Social Policy Bank to supplement capital of more than 342 billion VND for lending to poor households and policy beneficiaries in the area.
Coordinate with relevant departments and branches to advise the Provincial People's Committee to promulgate and amend mechanisms and policies to remove difficulties and obstacles in implementing policy credit activities in the area, as well as integrate policy credit activities with national target programs in the locality; actively review loan borrowers, organize disbursement to ensure policy credit capital reaches the right beneficiaries; focus on implementing the work of consolidating and improving the quality of entrusted credit activities in the area; coordinate with the Department of Finance to advise the Provincial People's Committee to direct the People's Committees of districts and cities to handle local budget capital entrusted through the Vietnam Bank for Social Policies when implementing administrative unit arrangement.
By June 30, 2025, the total policy credit capital in the area reached more than 13,500 billion VND; total loan turnover reached 2,964 billion VND, with more than 41,400 poor households and other policy beneficiaries receiving loans; debt collection turnover reached more than 2,100 billion VND.
Total outstanding debt reached more than 13,500 billion VND, with more than 219 poor households and policy beneficiaries still owing, an increase of 853 billion VND compared to the beginning of the year.
The quality of policy credit activities in the localities continues to be maintained stably, the total overdue debt is more than 17.9 billion VND, accounting for 0.13% of total outstanding debt (lower than the national average of 0.22%); frozen debt is more than 2.1 billion VND, accounting for 0.02% of total outstanding debt.
The preferential credit investment results of the Social Policy Bank have contributed to creating jobs for more than 14,000 workers, investing in loans for 437 disadvantaged students to study; investing in the construction and repair of more than 44,500 clean water and sanitation works; supporting the construction of 193 houses for poor households and policy beneficiaries... actively contributing to the implementation of the National Target Programs on sustainable poverty reduction, new rural construction and socio -economic development in ethnic minority and mountainous areas in the locality.
In the coming time, the Provincial Social Policy Bank Branch will continue to advise local Party committees and authorities to deploy and implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period; advise the Provincial People's Committee to establish a Representative Board of the Provincial Social Policy Bank; on the basis of the 5-year credit plan for the period 2026-2030 of the branches before the merger, the Ninh Binh Provincial Social Policy Bank Branch will advise the Provincial People's Committee and the Head of the Representative Board of the Provincial Social Policy Bank to direct departments, branches, sectors and localities to coordinate with the local Social Policy Bank to review and develop a credit plan for 2026 and 5 years for the period 2026-2030 according to the new administrative unit; Coordinate with relevant units to advise the Provincial People's Committee to promulgate the Regulation on management and use of local budget capital entrusted through the Provincial Social Policy Bank Branch, the Social Policy Bank where the loan is made to supplement the loan capital for the poor and other policy beneficiaries in the area; proactively coordinate to review and grasp the loan needs of preferential policy beneficiaries, not to let cases arise that have demand and meet the conditions but cannot access policy credit capital, strive to soon complete the assigned credit growth plan target for 2025.
For socio-political organizations receiving the trust, continue to closely coordinate with the Social Policy Bank where the loan is made to synchronously implement solutions to improve the quality of policy credit from the grassroots level, quality, efficiency and safety for social transaction activities, and Savings and Loan Groups.
At the conference, the Provincial Social Policy Bank Branch and socio-political organizations signed a Joint Document on implementing loan entrustment for poor households and policy beneficiaries in the province.
