The 500kV Lao Cai - Vinh Yen project is a national key project, playing a particularly important role in releasing the capacity of hydropower plants in the Northwest region and ensuring energy security for the northern provinces. With urgent requirements, the Prime Minister has directed that the project must be completed and energized before August 19, 2025 to celebrate the country's major holidays.

According to the report of the Power Project Management Board 1, as of July 15, 2025, the entire line has completed 95.30% of the pier foundation construction (446/468 locations), and the steel pole erection has reached 39.53% (185/468 locations). However, the wire pulling work has only reached 0.83% (2/242 anchorage spaces).
In 5 communes of Khanh Hoa , Tan Linh, Lam Thuong, Luc Yen and Muong Lai, the foundation construction work has been completed at 75/82 locations and 20/82 steel columns have been installed.
Regarding site clearance, 100% of the foundation and column sites have been handed over. However, compensation, support and resettlement within the corridor are still facing many difficulties, with the overall plan not yet approved, especially issues related to residential land and resettlement arrangements for households.

Working with leaders of 5 communes: Khanh Hoa, Muong Lai, Luc Yen, Lam Thuong, Tan Linh, representatives of the Power Project Management Board 1 and contractors at the headquarters of the People's Committee of Luc Yen commune; after listening to the localities, investors and related parties reporting in detail on specific difficulties and problems, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc emphasized: There is not much time left, all levels, sectors and localities must act decisively and with the highest responsibility.
He requested that localities immediately review and specifically identify the remaining households that have not been resolved.
It is necessary to focus on resolving outstanding cases, especially households that cannot arrange resettlement themselves, in order to have timely support plans.
Regarding the resettlement plan, he requested that for households that can take care of their own resettlement, the government should support them with policies and procedures; for households that cannot take care of their own resettlement, it is necessary to clearly identify the location and arrange suitable resettlement. This work requires close coordination with investors and related units for implementation.



Regarding the progress and implementation plan, the Vice Chairman of the Provincial People's Committee set a specific timeline to complete compensation, support and resettlement work to hand over the site to the investor before July 20, 2025. Require relevant units to closely coordinate, promptly handle arising problems; strengthen propaganda and mobilize people to ensure consensus and cooperation.
He also requested the investor to strengthen supervision and coordination with construction units. Local authorities need to support and closely coordinate with investors and people; there must be synchronous coordination between forces such as the police, army, and departments to ensure security, order and support people during the construction process.
Earlier, in the morning of the same day, Comrade Ngo Hanh Phuc and the working group went directly to the field in Khanh Hoa, Muong Lai and Luc Yen communes to inspect locations facing difficulties in site clearance, areas planned for resettlement and the actual construction progress of the contractor. At the inspection points, the Vice Chairman of the Provincial People's Committee listened to the opinions and concerns of the people and the difficulties of the local authorities and the construction unit.
