Ho Chi Minh City proposes to issue policies to support non-public preschool teachers

GD&TĐ - Ho Chi Minh City recommends that the Ministry of Education and Training research and issue support policies for non-public preschool teachers so that teachers can stay in the industry for a long time.

On the afternoon of August 22, at the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year, Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, said that the merger of Ho Chi Minh City with Binh Duong and Ba Ria-Vung Tau into a new megacity has brought many advantages but also many challenges to the Ho Chi Minh City Education and Training sector.

According to Ms. Thuy, the administrative boundaries are large and diverse (rural, urban, island communes, special economic zones, etc.), while educational facilities are not uniform among localities, especially in disadvantaged and densely populated areas. Therefore, the education and training sector needs to focus on researching solutions to ensure quality and teaching conditions suitable to the new situation.

From the practical implementation of the school year's tasks, Ho Chi Minh City has encountered many difficulties and obstacles. Therefore, the Vice Chairman of the Ho Chi Minh City People's Committee proposed that the Ministry of Education and Training study and issue support policies for non-public preschool teachers to attract and retain a team that will stay with the industry for a long time.

Along with that, Ho Chi Minh City proposed to issue a policy on the number and salary regime from the state budget for support and service positions (security, catering, cooking), information technology and library at preschools, depending on the scale of each school. This will help the team feel secure in their work, while reducing the burden of salary payments for the school.

In addition, it is necessary to study and adjust Circular No. 50/2020/TT-BGDDT dated December 31, 2020 on the English familiarization program for preschool children, specifically considering the conditions for preschool pedagogical certificates for foreign teachers. Creating more favorable conditions for native and foreign teachers to participate in organizing this program will contribute to improving the quality of foreign language education for children.

In addition, Ho Chi Minh City requested the Ministry of Education and Training to announce the results of international assessment programs (PISA, TALIS) for each province and city, so that localities have a basis for analysis, comparison and proposal of appropriate improvement solutions.

Regarding the issue of decentralization and delegation of authority in education management, Ho Chi Minh City recommends that the Ministry of Education and Training coordinate with the Ministry of Home Affairs and the Ministry of Justice to unify regulations on subjects granted certificates of registration for vocational education activities, as well as certificates of additional vocational education activities in Ho Chi Minh City, according to the provisions of Clause 2, Article 10 of Decree 84/2024.

Regarding the teaching staff, the recruitment of teachers for gifted subjects (Music, Fine Arts) is currently difficult due to the lack of qualified resources. Therefore, Ho Chi Minh City proposes that the Ministry of Education and Training find solutions to facilitate the signing of contracts between educational institutions and ensure that there are enough teachers to teach according to the 2018 general education program.

In particular, Ho Chi Minh City emphasized the need for the Ministry of Education and Training to soon issue circulars guiding vocational education activities, replacing documents previously issued by the Ministry of Labor, Invalids and Social Affairs, to meet management requirements in the new context.
