The Ho Chi Minh City Department of Transport has just responded to the proposal of Anh Viet Hop On - Hop Off Vietnam Co., Ltd. not wanting to grant licenses to other businesses to participate in this type of service during the pilot period.

According to the Department of Transport, the double-decker bus pilot is being carried out according to the guidance decision issued by the Ministry of Transport in 2018. It clearly states that enterprises and cooperatives with transport business licenses who wish to participate in the pilot must send a request to the Department of Transport where the pilot is being conducted for verification. If all requirements are met and the actual situation of the locality is suitable, the department will propose to the Provincial People's Committee to consider and decide to allow the implementation.

In addition, the decision of the Ministry of Transport also provides contents such as ensuring fairness, publicity, transparency, and anti-monopoly in the pilot implementation. The pilot is limited to a number of provinces and cities and does not limit the content for transport units participating in the pilot to have proposed plans that meet the requirements.

The Ho Chi Minh City Department of Transport believes that the recent review of proposals to participate in the pilot program for Anh Viet Hop On - Hop Off Vietnam Co., Ltd. and Vietnam - Hanoi Tourism Joint Stock Company and new proposals have been fully implemented according to the instructions. Therefore, the opinion of Anh Viet Hop On - Hop Off Vietnam Co., Ltd. is inappropriate.

Regarding the pilot implementation timeline, the Ministry of Transport has decided to adjust the pilot period until the Law on Road Traffic (amended) is promulgated and takes effect or until December 31, 2025. Therefore, the Department of Transport recommends that businesses carry out the above pilot until December 31, relocate the passenger pick-up and drop-off infrastructure to restore the original state of the sidewalk before the pilot ends.

From January 1, 2025, the provisions of the Road Law and legal documents related to transportation activities for this type will be implemented.

It is known that previously, Anh Viet Hop on - Hop off Vietnam Company had sent a document requesting that other units not participate in the pilot until the end of 2030. The purpose is to ensure that service activities are carried out systematically, with an overall assessment of the double-decker bus pilot process.
