Ho Chi Minh City: Urgently pay 100,000 VND Independence Day gifts to people

Many localities in Ho Chi Minh City have completed plans and are ready to pay Independence Day gifts by bank transfer and cash, ensuring they reach beneficiaries on time.

On August 31, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung signed Decision No. 1147/QD-UBND, finalizing the total budget of more than VND 1,010 billion for the policy of giving VND 100,000. This decision was issued based on the proposal of the Ho Chi Minh City Department of Finance and the opinion of the City Police, ensuring financial resources for 10,102,309 people in the area.

The mobilization of resources from both the central budget supplementing more than VND989 billion and the City's reserve budget of more than VND20.8 billion shows the scale and importance of this policy. Up to now, many localities in Ho Chi Minh City have urgently developed plans and completed preparations for paying Independence Day gifts.

Excited to receive gifts

Mr. Huynh Phuoc Hung (53 years old, living in Ben Cat ward) said that when he heard that the State gave gifts worth 100,000 VND on the occasion of Independence Day, he was initially skeptical. "I thought it was probably just a rumor, not necessarily true. But when my children came home and told me, I believed it and started to find out how to receive it," said Mr. Hung.

At his old age, Mr. Hung is not used to accessing social networks and rarely updates information on his phone. To receive support, his son has just guided him to link his social security account on the VNeID application. "This year's Independence Day is very special," Mr. Hung said.

Similarly, Le Thi Minh Ngan (25 years old, residing in Thanh My Tay ward) said that this year's Independence Day is more special because, in addition to its historical significance, it is also associated with the practical attention that the State sends to each citizen.

“This is a gift that has more spiritual meaning than material value. If I receive it, I want to save it to buy some fruit and cook a meal to celebrate Independence Day with my family. For me, the important thing is not the amount of money, but the feeling of the whole family gathering together on the holiday, both cozy and proud" - Ngan said.

Localities are ready to pay for Independence Day gifts

Ms. Nguyen Thi Bich Ngan, Chief of Office of the People's Council - People's Committee of Tam Binh Ward (Thu Duc City), said that the work of discussing, assigning forces, and deploying tasks in the ward has been completed, now only waiting for the budget estimate to be withdrawn for payment. Specifically, the payment will take place in two forms:

From August 31 to September 1, 2025: People receive gifts through social security accounts integrated on the VeNID electronic identification application.

From September 4 to September 15, 2025: Those who do not have an account will receive cash directly at four gift points organized by the Ward People's Committee.

According to Ms. Ngan, the Ward People's Committee has established four gift-giving teams, in which leaders of specialized departments act as team leaders. The Ward Police Command is the permanent deputy team leader; vice chairmen of the Vietnam Fatherland Front Committee in charge of mass organizations act as deputy team leaders; members include Party cell secretaries, neighborhood chiefs, local police officers, and specialists from specialized departments.

For payments via VeNID, on August 31 and September 1, the Department of Culture and Social Affairs will advise the Ward People's Committee to approve based on the list handed over by the Ward Police, and at the same time prepare a budget withdrawal paper to make payments. After September 2, the Ward Police will continue to review, compare and transfer the summary list by each neighborhood so that the ward can grasp the remaining amount, from there organize cash payments from September 4, 2025.

In addition, Ms. Ngan said that according to initial data provided by Ho Chi Minh City Police to the Department of Finance, Tam Binh ward has about 85,000 people eligible for the program, with a total estimated cost of about 8.5 billion VND.

In Gia Dinh ward, Ms. Nguyen Thu Hien, Chairwoman of the ward People's Committee, said that the locality has completed preparations to receive funds and implement payment of Independence Day gifts to people according to the direction of Ho Chi Minh City.

“For those who already have bank accounts on the list handed over by the police, the ward will transfer money directly. For the remaining cases, the ward will pay cash at designated locations in the area.

We are currently completing procedures to withdraw money from the treasury, then distributing it to the finance department to make the transfer. From tomorrow, the working groups will go down to the neighborhoods to pay cash to the people" - Ms. Hien informed.

According to Ms. Hien, Gia Dinh Ward has nearly 128,000 people, the total cost of payment is about 12.7 billion VND. Due to the large population, the Ward People's Committee mobilized all civil servants and police forces to coordinate and work continuously during the holidays to keep up with the progress.

"We will implement the payment in 62 neighborhoods, with specifically assigned officers going directly to the grassroots level to ensure that Independence Day gifts reach the right recipients, in full and on time," Ms. Hien emphasized.

In Binh Phu Ward, Mr. Nguyen Huy Thang, Chairman of Binh Phu Ward People's Committee, said that the preparation work for payment and gift giving for Independence Day in the ward has been basically completed. The ward mobilized the entire political system, including the police, military and other departments and organizations to participate in the implementation to ensure progress.

Specifically, the payment is divided into three groups: The first group is households with bank accounts, the ward will coordinate with the treasury and bank to transfer money, expected to be completed before 7:00 p.m. today.

The second group is households that do not have accounts. The Ward People's Committee has established eight direct payment points. The money distribution time starts tomorrow and ends on the afternoon of September 3.

The third group is households with special circumstances, such as the elderly, policy families, war invalids and martyrs who have difficulty traveling. For this group, the ward will establish eight working groups to go to their homes to broadcast live on September 2.

“The implementation will be carried out during the holiday, 100% of the police, military, and civil servants of the ward will participate to ensure that the payment is on schedule, complete, and timely for the people,” Mr. Thang emphasized.

In addition, Mr. Thang said that the ward currently has about 75,000 people. The total estimated cost of payment is about 7 billion VND.

As planned, the gift giving will take place over two days:

September 1, 2025, from 1:30 p.m. to 5:30 p.m.

September 2, 2025, morning from 7:30 to 11:00; afternoon from 13:00 to 17:30.
