Da Nang City has just started testing operations in 6 communes and wards.

(PLVN) - 6 new commune and ward administrative units in the new Da Nang City have been put into trial operation according to the plan to reorganize and merge Da Nang and Quang Nam. This is an important initial step to check and review the entire organizational structure and operating procedures before officially operating from July 1, 2025.

Implementing Plan No. 03 of the Steering Committee for the arrangement of administrative units at the commune and ward levels in Quang Nam province and Da Nang city, on June 21-23, 6 communes and wards including Tam Ky ward, Tien Phuoc commune, Dai Loc commune (Quang Nam) and Thanh Khe ward, Ngu Hanh Son ward, Hoa Vang commune (Da Nang) conducted a trial run of activities to organize the apparatus, operate the government and receive and process administrative procedures.

The communes and wards that are testing the operation are all connected to two main bridges: the People's Committee of Da Nang city and the People's Committee of Quang Nam province.

In Tam Ky Ward (Da Nang), the first meeting of the Ward Party Executive Committee was held with the participation of 26 comrades. The meeting unanimously approved the Working Regulations and Resolution on comprehensive leadership of political tasks, socio-economic development, national defense and security in the last 6 months of 2025.

The first conference of the Vietnam Fatherland Front Committee of Tam Ky ward was also held, emphasizing the improvement of the organization, personnel consultation and enhancing the role of social supervision and criticism.

Tam Ky Ward People's Council held its first session, passing important resolutions on organizational structure and personnel. At the same time, it resolved to establish three specialized departments and the Public Administration Service Center, the core of the modern government model, serving the people effectively.

In Dai Loc commune, a newly established unit based on the merger of Ai Nghia town and 4 communes of Dai Hiep, Dai Hoa, Dai An, Dai Nghia, the first Party Executive Committee Conference of the commune took place urgently and seriously. The delegates approved the Working Regulations and Resolution to comprehensively lead all aspects of work until the end of the year.

The People's Council of Dai Loc commune held its first meeting to complete the personnel and organizational structure of the People's Committee of the commune. Mr. Nguyen Hao, Secretary of the District Party Committee and Chairman of the People's Council of Dai Loc district was appointed to hold the position of Chairman of the People's Council of Dai Loc commune. On the same day, the People's Committee of the commune also held its first meeting to approve the Regulations and Work Program, marking the event when the government apparatus officially entered the trial operation phase.

In particular, the Dai Loc Commune Public Administration Service Center has been piloted with the participation of officials from the Land Registration Office. This is a new point in bringing public services directly to the grassroots, ensuring convenient and quick service for people.

In Da Nang City, Ngu Hanh Son, Thanh Khe wards and Hoa Vang commune (Da Nang City) simultaneously held the first meeting of the People's Committee and piloted the operation of the Public Administration Service Center. Many simulated procedures such as authentication, household registration, land, business registration... were processed according to actual procedures.

In Thanh Khe ward, a locality with a population of over 203,000 people, the “one-stop” model has been upgraded to be modern, integrating technology, aiming at “borderless” service, not limited by administrative boundaries. Artificial intelligence is applied to document processing, improving the efficiency of local governance.

According to Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh, the results of the trial run are crucial in assessing the readiness of the new commune-level government. After learning from experience, all 94 new administrative units will simultaneously conduct a general rehearsal on June 25.

“For the two-level government model to operate effectively, there needs to be synchronous coordination between officials, civil servants and people. A proactive mindset, strong digital transformation, and social consensus are prerequisites for success,” Mr. Vinh emphasized.
