Hanoi develops underground space: Removing obstacles with preferential policies and synchronous regulations

At the recent twenty-fifth session, the Hanoi People's Council passed a Resolution promulgating a list of underground works that are encouraged to be invested in and built in the city to specify Clause 3, Article 19 of the 2024 Capital Law. The city's new progress in exploiting, developing and using this underground space needs to continue to be promoted by specific incentive mechanisms and policies as well as synchronous legal regulations.

The multi-layered picture behind the sand "fever"

Going beyond the normal law of supply and demand, the "fever" in construction sand prices is revealing profound shortcomings in resource management and market regulation mechanisms. Behind this situation is a complex chain of causes ranging from policy loopholes, lack of forecasting to signs of profiteering, causing unpredictable consequences for the economy , society and environment, undermining confidence in legal economic activities.

Easing the "thirst for capital" for agriculture and rural areas

Agricultural and rural credit growth accounts for a large proportion of the total outstanding debt of the economy, increasing by 5.31% compared to the end of 2024 and accounting for 23.16% of the outstanding credit of the economy. That has helped to ease the "thirst" for capital sources for this sector.

Quickly remove obstacles for organ donation and transplantation

Reality shows that the cost of organ transplantation and the cost of anti-rejection drugs are much lower than long-term treatment by other methods, not to mention the social benefits when patients are saved early, return to normal life, and increase their ability to work... Therefore, it is necessary to have solutions to develop organ transplantation programs, build financial mechanisms and resources for organ transplantation.
