The Department of Domestic Market Management and Development ( Ministry of Industry and Trade ) has just sent an urgent document to the Department of Industry and Trade of provinces and cities regarding emergency response to storm No. 3 (Wipha).
Accordingly, the Department of Industry and Trade of localities in the affected areas such as Quang Ninh, Hai Phong , Hung Yen, Ninh Binh, Thanh Hoa... are required to quickly have solutions to ensure market stability and meet the essential needs of people in all situations.
Regarding market inspection and control, the Department of Domestic Market Management and Development requires localities to direct market management forces to regularly monitor market developments and situations.
"At the same time, it is necessary to strengthen inspection and control to detect and strictly handle violations of the law in the commercial sector, especially for essential goods before, during and after the rainy and stormy season," the management agency requested.
In particular, in the event of natural disasters, localities need to proactively handle acts of taking advantage of the situation to speculate, hoard goods, or unreasonably increase prices, especially for food, foodstuffs, and construction materials.

At the same time, the management agency emphasized that the supply of goods also needs to be focused on. The Departments of Industry and Trade are requested to urgently develop and implement plans to reserve essential goods in accordance with the actual conditions of each locality.
"This plan must clearly define the list, quantity, preservation, transportation and distribution methods of goods such as food, clean water, construction materials and gasoline, to ensure timely supply in case of natural disasters that cause regional isolation," the Department of Domestic Market Management and Development requested.
In addition, the management agency requires localities to regularly update and report on supply and demand, prices and distribution systems, ensuring that market management information is transparent and accurate.
The National Center for Hydro-Meteorological Forecasting said that at 11am, the center of storm Wipha was making landfall in the provinces of Hung Yen - Ninh Binh with the strongest intensity near the center of the storm at level 8 (62-74km/h), gusting to level 10. The storm continued to move in a West-Southwest direction at a speed of 10-15km/h.
It is forecast that by 11am on July 23, the storm will weaken into a tropical depression and then continue to weaken into a low pressure area over Upper Laos. The affected areas include the Gulf of Tonkin, coastal waters and mainland provinces from Quang Ninh to Nghe An.
In addition, the delta and coastal areas of the North, Thanh Hoa, Nghe An have moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 70-150mm, in some places over 200mm. Storm surge at Hon Dau (Hai Phong) is 0.6m high and at Ba Lat (Hung Yen) is 0.8m high.
At around 11:15 a.m. on July 22, heavy rain and strong winds began to fall in coastal communes of Hung Yen province. Many people traveling on the coastal road of Dong Chau commune encountered many difficulties.
