Continue to effectively implement solutions to achieve the set goals, contributing to the overall growth target of Bac Ninh province after the merger (*)

After a period of urgent, serious and responsible work, the 30th session of the 19th Provincial People's Council completed all the contents of the proposed program with high consensus and unity. With a sense of responsibility and openness, the delegates actively discussed, objectively and comprehensively assessed the achieved results, shortcomings and limitations in the process of directing and implementing the socio-economic development tasks in the first 6 months of the year; analyzed and clarified the causes, considered and proposed drastic and practical solutions to effectively implement the tasks in the last 6 months of 2025 of the new Bac Ninh province. The People's Council delegates contributed many enthusiastic and responsible opinions and unanimously passed 14 resolutions (2 resolutions on personnel work and 12 thematic resolutions), which are an important legal basis for organizing and implementing socio-economic development tasks, ensuring political security, social order and safety; taking care of ensuring social security and social welfare, implementing social progress and equity; creating proactiveness and flexibility in managing capital sources to meet the requirements and tasks of socio-economic development and in accordance with the actual situation of the locality.

To implement the policy of putting into operation at the provincial and communal levels simultaneously from July 1, 2025 in accordance with the direction of the Central Committee in Conclusion No. 167, dated June 13, 2025 of the Politburo ; with a huge amount of work, while the remaining time is not much, requiring high determination and efforts of the entire political system, in the coming time, I propose that the Standing Committee of the Provincial People's Council, the Provincial People's Committee, all levels and sectors actively implement the following important contents:

The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council in each field, study and propose policies to continue to apply, policies that need to be adjusted, policies that need to be abolished to build new suitable policies after the merger of the two provinces. Authorities at all levels focus on implementing propaganda work well so that people understand and agree with the Party's policies and the State's laws in general, the arrangement of administrative units and the streamlining of the apparatus in particular; closely coordinate with relevant agencies to complete the handover and receipt of records and assets, avoid losses and errors; promptly resolve administrative procedures, regimes and policies for people and businesses; effectively implement solutions to achieve the set growth targets to contribute to the overall growth target of Bac Ninh province after the merger. Continue to implement drastic and timely solutions to accelerate the implementation progress and disbursement of public investment capital, especially key projects and works of the province; Carry out well the work of reviewing and handing over public investment projects in the period of 2021 - 2025 and in 2025 when implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model...

The regular session in mid-2025 of the 19th Provincial People's Council is the last session before the merger into the new Bac Ninh Provincial People's Council. In the recent past, under the direction and guidance of the National Assembly Standing Committee, the Government, central agencies and branches; the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee; the close coordination of the Provincial People's Committee and relevant agencies; the Bac Ninh Provincial People's Council has closely followed the resolutions, programs and plans of the Central and the province, the provisions of law, made efforts to overcome difficulties and complete the assigned tasks. The activities of the Bac Ninh Provincial People's Council have had many positive changes, the working methods have continued to be innovated, improving the quality and efficiency of operations, making an important contribution to the implementation of the tasks of socio-economic development, maintaining political security and social order and safety, and consolidating national defense in the locality.

The 30th session of the 19th Provincial People's Council has been a great success. I would like to thank the delegates of the Provincial People's Council, voters and people in the province for their attention, direction, facilitation, coordination of activities, encouragement and motivation for the Provincial People's Council to successfully complete its assigned tasks, contributing significantly to the results and achievements of the Party Committee and the People in the province since the beginning of the term. I would like to sincerely thank the attention, timely and close leadership of the Provincial Party Committee; the coordination and responsibility of the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee and relevant agencies and organizations; the delegates of the Provincial People's Council have devoted their intelligence, time, actively studied, discussed and decided on important contents of the session. The Provincial People's Council acknowledges the serious and responsible preparation of the reports and submissions of the Provincial People's Committee, the People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council, as well as relevant agencies.
