At the 2025 Department of Education and Training Directors' Conference, delegates shared experiences and proposed solutions to continue upgrading school and classroom facilities.
According to Mr. Tran Thanh Dam - Director of the Department of Financial Planning ( Ministry of Education and Training ), the whole country currently has 618,284 public classrooms from preschool to high school. Of these, the number of solid classrooms is 554,142, accounting for 89.6%.
Compared to 2015, the rate of solid classrooms has increased significantly, showing great efforts in investing and improving teaching and learning conditions in localities. In particular, at the primary level, after nearly a decade, the rate of solid classrooms has increased from 78.2% to 87.1%, helping many schools have the conditions to organize two-session teaching/day according to the orientation of the new general education program.
Many localities have also invested in essential items such as subject classrooms, boarding canteens, libraries, public housing, clean water systems, toilets, etc., contributing to improving the overall quality of education.
However, the shortage of classrooms still exists, especially in localities with rapidly growing populations, remote areas, ethnic minority areas and areas of particular difficulty.
Specifically, preschool education is lacking 27,953 classrooms, and primary education is lacking 7,491 classrooms to ensure each class has one classroom, serving the 2-session/day program. This figure does not include the classrooms needed to meet the prescribed class size standards.
Notably, there are still 6,477 classrooms that have to be borrowed, concentrated in disadvantaged areas, causing considerable pressure on teachers and students in organizing stable and long-term teaching and learning. Temporary learning, combined learning or lack of subject classrooms also affect the implementation of new programs and activities to develop students' capacity.
At the conference, leaders of the departments of education and training shared many experiences and proposed highly practical solutions, especially in the context of localities implementing new organizational structures and having to adapt to the requirements of educational management on a larger scale.
Mr. Tran The Cuong - Director of the Hanoi Department of Education and Training said that in the 2024-2025 school year, the city has built 43 new schools, mainly concentrated in districts with rapid urbanization. This is an effort to solve the problem of student overload and local shortage of schools in some suburban areas.
Notably, for the project of 7 modern, advanced primary, secondary and high schools, the medium-term public investment plan has allocated capital for construction. When the projects come into operation, they will help overcome the shortage of schools in some densely populated areas.
Mr. Tran The Cuong said that Hanoi is under great pressure in terms of student population, not only in terms of quantity but also in terms of quality requirements, especially after the merger of administrative boundaries and urban development. The management, recruitment and training of teachers need to be resolved from the institutional perspective.
Mr. Nguyen Van Hieu - Director of the Department of Education and Training of Ho Chi Minh City shared his experience in clustering expertise according to wards/communes to ensure effective professional guidance, especially in the context of managing an education system with more than 2.6 million students.
After merging administrative boundaries, the city continued to promote the construction of new schools, aiming to achieve a ratio of 300 classrooms/10,000 school-age people, thereby reducing the number of students per class.
Regarding the task of building 248 schools for border communes, Minister Nguyen Kim Son affirmed that this is a political task that needs to be implemented quickly. The Minister requested that localities must be unanimous and coordinate. Directors of the Department of Education and Training of 22 border provinces must do a good job of advising to have the best boarding schools, build them in a reasonable way, close to students, good schools but need to ensure practical conditions.
