The report said that in the past time, the Department of Culture, Sports and Tourism has promptly and effectively implemented activities under Project 223 according to the set plan. The Provincial Sports Training and Competition Center and the Gifted Sports High School have proactively coordinated with relevant units, ensuring the progress and quality of training and coaching, while improving the professional capacity of coaches and athletes, contributing to the development of high-performance sports in the province.
Project 223 was promptly and effectively implemented by the province for activities under the program.
In addition, the Department has proactively organized activities to disseminate and disseminate the contents of the Project to professional departments, coaches and athletes in the province, through regular meetings, propaganda work on the Department's information portal, system, and official social networking platforms. Vivid visual propaganda through activities at live conferences at the Sports Training and Competition Center and the Sports Gifted High School, with the participation of more than 250 officials, coaches and over 1,000 athletes.
At the same time, continue to invest in technical facilities for physical education and sports, exploiting favorable economic, social, natural and human factors to meet development needs.
The High School for Gifted Sports has trained a total of 584 coaches and athletes, of which 50 coaches and athletes are currently working for national teams and youth teams at national centers. Every year, the school regularly maintains a force of 178 athletes who have been awarded national titles.
According to the assessment, under the attention and direction of the Ministry of Culture, Sports and Tourism, the Provincial Party Committee, the People's Committee, and the Provincial People's Council; the Department of Culture, Sports and Tourism of Dong Thap province has developed strongly, becoming a training center for high-performance athletes, contributing to national achievements.
A 4-level training system (basic talent, concentrated talent, youth team, provincial team) was built, with 20 Olympic and grassroots sports restored and developed (in which key sports were invested in by the province such as: Football, Swimming, Weightlifting, Athletics, Taekwondo, Archery, Boxing, Cycling, Rowing, Pencak Silat). Athletes' achievements increased significantly, with many medals at national and international competitions.
In order to further promote the implementation of the Project, the Department of Culture, Sports and Tourism of the province has set 7 main key tasks including: Building and completing the training system for sports talents of Dong Thap province according to 4 lines (basic amateur talent, concentrated talent, youth team, provincial team); Developing key sports with strengths of the province, sports included in the competition program at the National Sports Festival, SEAGames, Asiad, Olympics...
Plan to train high-quality management staff, coaches, athletes, referees, sports doctors, etc. in a professional manner; Focus on investing in building modern sports facilities and equipment.
Promote socialization to mobilize all resources to develop high-performance sports and professional sports in the province; Expand international cooperation in the field of training athletes, coaches, and high-level technicians; develop modern sports facilities; Continue to invest in sports facilities, exploit favorable factors in economy, society, natural conditions and people to meet development needs.
The Department of Culture, Sports and Tourism also proposed and adjusted the Project Implementation Plan to have special treatment policies and appropriate rewards for experts, scientists, coaches and outstanding athletes of the province when they are awarded national and international titles and prizes at international competitions.
With the proposed adjustment of the Project, the Department recommends expanding the beneficiaries: Including officials, employees of federations, associations, technical staff, training support experts, domestic trainers and foreign experts doing training and fostering work... Proposing to consider adjusting and supplementing some standards suitable for local training conditions
Building a model of "international on-site training" in the country, combining foreign experts locally; The principle allows flexible costs to serve the specific characteristics of high-performance sports, for example: supporting an additional 20% of funding for some sports with high technical characteristics.
Propose that the Prime Minister assign additional tasks in implementing the project to the Ministries. Specifically, the Ministry of Culture, Sports and Tourism guides the selection criteria for each target group; classifies sports to determine appropriate training forms; guides the international standard content program; issues regulations on organizing on-site training according to the internationalization model...; the Ministry of Finance issues specific spending norms for accompanying athletes/coaches, supports experts; financial mechanisms to support socialization of high-quality training; the Ministry of Foreign Affairs and the Ministry of Education and Training create favorable conditions for entry and exit procedures and international training cooperation.
