With the Party model of the whole Group, Petrovietnam has built a synchronous political system, promoted comprehensive leadership role, created unity in action and improved production and business efficiency.

Unified Leadership - The Driving Force for Sustainable Development

The proactive implementation and strict implementation of Regulation 60-QD/TW dated March 8, 2022 of the Secretariat has marked an important shift in the organization and operation of the political system at the Vietnam National Oil and Gas Group ( Petrovietnam ).

Currently, the Petrovietnam Party Committee is organized according to a 4-level model, with the Group-wide Party Committee being the grassroots organization, covering and orienting the activities of the entire system. In total, the Petrovietnam Party Committee has 943 party organizations, with more than 13,800 party members living and working in the whole Group.

The Party organization associated with the specific management model of "Group - subsidiary - joint venture/association" helps ensure unified direction from top to bottom, facilitates the implementation of political tasks and staff management, contributes to building the Party organization, and develops Petrovietnam in accordance with the Party's strategic orientation.

Petrovietnam operates on the basis of 5 main areas, linked in the value chain of the oil and gas industry: Oil and gas exploration and exploitation, refining and petrochemicals, gas industry, electricity industry and high-quality oil and gas services.

Implementing the new development strategy under the direction of the Politburo and the Government, Petrovietnam is currently focusing on developing into 3 strategic pillars: Energy, industry and services, in which energy continues to play a core role and is closely connected with the other two pillars, forming a closed and synchronous value chain.

The implementation of Regulation 60-QD/TW has created a strong shift in the role, position and quality of activities of the Party organization at Petrovietnam. Specifically, in production and business activities, with the Party model of the whole Group, leadership work is carried out consistently, consistent with the industry development strategy.

In particular, the fact that the Party Secretary also holds the role of Chairman or General Director has created a unified entity in political direction and economic management, avoiding the separation of powers. Personnel work is carried out strictly and systematically from planning, appointment, training, rotation, to discovering and using talents. The criteria of "dare to think, dare to do, dare to take responsibility" have become the principles for selecting and encouraging the next generation of leaders, especially young, female and ethnic minority cadres.

Since 2010, 25 new grassroots party organizations have been established, 57 branch/party organization models have been transformed, and more than 30 organizations have been received and transferred based on capital contribution. The Party Committee has maintained the rate of "clean, strong, and excellently completing tasks" party organizations at 36-45% in the last 3 terms.

In political and ideological work, the quality of Party cell activities in the entire Party organization is constantly improved. Through Party cell activities, cadres and Party members can enhance their sense of responsibility, actively study, practice and help each other to progress; the Party Committee can grasp the ideological situation of Party members.

Regarding local coordination, the Group's Party Committee has signed coordination regulations with 7 provincial and municipal Party Committees with affiliated units, helping to increase the effectiveness of implementing socio-economic development, security and defense tasks in the localities.

When the Party organization becomes a lever for development

Through practical implementation in recent years, it can be affirmed that the party organization model at Petrovietnam according to Regulation 60 is a model in state-owned enterprises.

Party building work is closely linked to the leadership and implementation of political tasks and production and business activities of each unit and the entire Group; creating consensus, regardless of the stage or circumstances. This is also the biggest advantage of implementing the Party model of the entire Group according to Regulation No. 60-QD/TW of the Secretariat.

The complete organizational model and the leadership functions and tasks of the Party organization are synchronized throughout the Group, closely linked to production and business tasks, enhancing the role and position of the Party organization, strengthening the Party's leadership in economic activities, ensuring activities in accordance with the Party's orientation, policies and laws of the State; helping to synchronize the economic development strategy with political and social goals, creating unity in action.

After nearly 17 years of operation, the new model (Party Committee of the entire Group) has promoted its position and role well, enhanced the leadership capacity and fighting strength of the grassroots party organization; enhanced the quality, effectiveness and efficiency of the enterprise to maintain its key position and leading role in the economy; ensured the centralized, unified, synchronous, comprehensive and consistent leadership of the Party Committee of the Group over its member units.

Contribute significantly to the stability and development of the socio-economy; ensure national energy security, food security, economic security and participate in protecting national defense sovereignty and security at sea, making an important contribution to social security work in all regions of the country.

Operating under the model of the Party Committee of the whole Group at Petrovietnam has promoted the strength of the political system, closely linked the value chain between member units and the Group, promoted efficiency in resource utilization, coordination, and support for units in strategic issues such as investment, restructuring, handling risky assets, digital transformation, energy transition, crisis handling, and building corporate culture.

In particular, the Group Party Committee model has many advantages in Party building, operating effectively and in line with the Party organization model in a state-owned economic group, unifying strategies, reducing administrative intermediaries, avoiding the situation of "power division" when Party organizations are dispersed to localities; at the same time, creating favorable conditions for implementing enterprise restructuring and handling strategic issues. Thereby, contributing to improving the efficiency of centralized operations, promoting the spirit of solidarity, creativity and dedication among all cadres, Party members and workers.

The Party model of the entire Group has been clearly demonstrating its role as the center of political leadership, the nucleus of solidarity and development, contributing to ensuring energy security, stabilizing the macro-economy and building a self-reliant and integrated economy.

With the current position, role, importance and scale of development as well as in the coming period of Petrovietnam, maintaining a unified and synchronous Party organization and political system throughout the Group is extremely important, so that the Party Committee of the Group can carry out the task of comprehensively leading all areas of operation, ensuring unity, synchronization, effective and efficient operations, especially in the fields of production and business, ensuring full and timely implementation of the direction of the Party and State for the Vietnamese energy industry.

During the period when the country is promoting industrialization, energy transition and building a self-reliant economy, the implementation of Regulation 60-QD/TW at Petrovietnam not only brings practical efficiency to the Group, but is also a model for research and replication in state-owned corporations and groups.
